    China Eyes Greater Share of Turkey’s Rising Infrastructure Investments, Including Construction of a Nuclear Plant

    China’s Vice President Xi Jinping’s visit to Turkey, where he held several meetings with Turkish leaders, has underlined the growing economic ties and diplomatic exchanges between the two countries, despite their failure to develop joint positions on political issues. Xi met Turkey’s president and prime minister, and participated in the Turkey-China Economic and Commercial Cooperation Forum.

    A large part of Xi’s contacts pertained to economic cooperation, which is understandable given that the two countries have been the most rapidly growing economies in the world in the wake of the global financial crisis. Their bilateral trade volume reached $24 billion in 2011, while it was only $1 billion at the beginning of the decade. However, the trade balance is tilted dis-proportionally in Turkey’s disfavor. One factor that helps correct this unhealthy picture is the growing Chinese interest in the Turkish economy. Chinese companies have been increasingly undertaking contracting services in Turkey, including plans for the construction of major railway networks. As Turkey plans to initiate other multi-billion dollar infrastructure projects, China is increasingly interested in getting a larger share of this pie. A delegation of businessmen accompanying Xi signed various agreements with their Turkish counterparts pertaining to Turkish exports, financial support by Chinese firms and energy investments, again reflecting the rising volume of Chinese investments in Turkey.

    During the visit, it was even mentioned by both parties to raise the bilateral trade volume to $100 billion over the next ten years or so (Anadolu Ajansi, February 23). While setting that target, however, the Turkish side complained about its inability to penetrate the Chinese market and called on China to take some measures that would help reduce the trade imbalance. One particular measure that was agreed upon during the visit would allow the central banks of the two countries to carry out a three-year currency swap agreement, worth $1.6 billion.

    Reportedly another item on the agenda was cooperation in peaceful nuclear technology. Following the business forum meeting, Deputy Prime Minister Ali Babacan said that Turkey’s Energy Ministry will start a dialogue with its Chinese counterpart on China’s construction of a nuclear power plant in Turkey (Anadolu Ajansi, February 22). In an effort to reduce its heavy dependence on hydrocarbons, as part of its energy strategy documents, Turkey has been planning to build up to three nuclear power plants. Short of possessing genuine technology, it has been seeking actively to develop partnerships with other countries in this field. Turkey has already signed an intergovernmental agreement with Russia pertaining to the first nuclear power plant, and the negotiations are under way with Japan and South Korea for the second one. China too has been very active in building many nuclear plants to meet its energy needs, which have increased due to its fast growing economy, and is now seeking to build power plants abroad.

    Though Turkey’s possible partnership with China in nuclear energy might make sense from a diversification point of view, awarding tenders to different countries also raises the question to what extent this will be an efficient strategy from the technology accumulation perspective. Granted, Turkish press maintained that China was ready to undertake the tender for the construction of the power plant through a $20 billion-worth foreign direct investment (Sabah, February 25). If this deal is realized, it will mark the largest single FDI flow into Turkish economy, which would also signify China’s trust in Turkey’s economic performance.

    However, the dynamics of Turkish-Chinese economic ties and their reflection in the political realm resemble very much Turkey’s somewhat problematic ties with Russia and Iran. At one level, Turkey’s economic relations with these three powers underscore the inherent shortcomings of Turkey’s growth model. While Turkey is running a huge trade deficit vis-à-vis Russia and Iran due to energy imports, its trade with China also has been similarly problematic, due to the import of consumer goods. Despite record growth rates in recent years, many experts warn that Turkey’s economic miracle is driven by domestic demand rather than exports, and its current account deficit poses a big vulnerability to an economic shock. As part of its commercial strategy of developing multi-dimensional partnerships with neighbors and other rising powers, Turkey has been quite intent on boosting the bilateral trade volume with various nations. However, short of a major restructuring of the underlying dynamics of Turkey’s economy so that it becomes more competitive and gains access to energy resources at reasonable costs, increasing the trade volume with other countries will not help Turkey become a major power house.

    At the political level, too, there are similarities between Turkish-Chinese relations and Ankara’s relations with Moscow and Tehran. The growth of its trade volume with Russia and Iran neither helped Ankara forge a common position with these countries on regional issues, nor could it gain from them a more receptive attitude toward its demands in some economic and political issues. With China, too, the expansion of economic ties was partly a product of Ankara’s refrain from raising the thorny issue of the East Turkestan and the plight of the Uighur people. Moreover, as was demonstrated in the case of Beijing’s position on the Syrian regime’s violent suppression of the popular uprising, Turkey and China have not converged politically. The obvious political differences have not prevented Ankara from pursuing cooperation and enhanced diplomatic exchanges with Beijing.

    After Prime Minister Recep Tayyip Erdogan’s harsh reaction to China’s policies in Xinjiang in 2009, which caused a political friction, Turkey increasingly watered down its criticism, which opened the way for bolstering bilateral relations. Foreign Minister Ahmet Davutoglu’s visit to China and Chinese Premier Wen Jiabo’s visit to Ankara in 2010 were such major occasions, and Erdogan is expected to visit China this year. The year 2012 is being celebrated as the Year of Turkey in China, while next year the Year of China will be celebrated in Turkey. It appears that Turkey is determined to maintain a high dose of pragmatism and commercially-driven thinking which have shaped its policy toward China, as well as other rising powers.

    AFP – China has no intention to “buy out Europe”, a top state-run newspaper said Monday, reiterating comments made by Premier Wen Jiabao ahead of a major summit with the European Union in Beijing.

    The Chinese government has in recent weeks sought to calm concerns in Europe that a wave of investment by Chinese companies and government-backed funds will give Beijing too much influence over struggling European economies.

    “China not only does not have the appetite or ability to ‘buy out Europe’ or ‘control Europe’ like some in Europe have said, but also supports the euro and European Union from start to finish,” the People’s Daily said.

    The commentary in the overseas edition of the Communist Party mouthpiece also reiterated comments made by Wen earlier this month that China was mulling helping out in the European debt crisis, through the International Monetary Fund or bailout funds.

    “For many years, the European Union has been China’s biggest export market and largest source of technology, as well as a major provider of foreign investment,” it said.

    “This is the main consideration behind what Premier Wen said — that ‘helping Europe is actually helping China itself’.”

    The comment piece comes a day ahead of a major EU-China summit that takes place against a backdrop of concern over the eurozone crisis, which has seen a wave of credit-rating downgrades and brought Greece to the brink of bankruptcy.

    European Commission President Jose Manuel Barroso and European Council President Herman Van Rompuy will attend the summit in Beijing on Tuesday, as will Wen.

    European leaders have previously called on China, which has the world’s largest foreign exchange reserves, to invest in a bailout fund to rescue debt-stricken countries.

    China has so far made no firm commitment to provide financial assistance, other than Wen’s comments made during German Chancellor Angela Merkel’s visit and reiterated in the People’s Daily on Monday.

    But Chinese companies and funds have ramped up their investment in Europe, buying up utilities, energy firms and even luxury yacht makers, in a move welcomed by some but eyed with concern by others.

    Analysts say bargain-hunting — and not the secret hand of Beijing — is driving the recent wave of acquisitions as Chinese firms seek to expand abroad and the country’s sovereign wealth fund diversifies away from US bonds.

    The failure of a recent UN Security Council resolution that sought to calm Syria has once again highlighted the dilemmas Turkey has faced in its efforts to end the humanitarian catastrophe in this neighboring state. Ankara joined international outrage, condemning the Syrian regime on the one hand, and expressing concern over China and Russia using their UN veto, on the other. While calling for urgent action and exploration of fresh options to stop the bloodshed, Ankara, nonetheless, reiterated its reservations about international intervention.

    The proposed UN Resolution would have supported the Arab League’s peace plan. In the negotiations preceding the vote, Moscow’s objections prompted Western powers to soften the resolution’s tone. The failure to satisfy Russia’s expectations that the Syrian opposition is also given sufficient warning and Assad is not forced to leave power created a delicate situation. The lack of a breakthrough on a compromise draft prompted the backers of the resolution to put it to the UN Security Council for a vote. Hours before Russia and China vetoed the draft resolution, Assad forces continued their violent campaign, shelling Syria’s third largest city Homs, which, according to many reports, killed hundreds of people.

    While video footage showing Syrian forces’ alleged atrocities and the conflicting accounts of the death toll could not be independently verified and the Assad regime denied such reports, this development triggered an acute reaction in Turkey both at the governmental and popular levels (Anadolu Ajansi, February 4). Turkish anger was further fueled by the fact that the attack on Homs was executed on the anniversary of the infamous Hama massacre of 1982, when Assad’s father, Hafez al-Assad, had tens of thousands of people killed. Moreover, reportedly, during the bombardment of Homs some mosques were targeted, while Muslims were celebrating a sacred night marking the birth of the Prophet Mohammed.

    More remarkably, the clashes between the Syrian army and the forces of the Free Syrian Army spread to the Turkish border, and gunfire was heard in the border villages in the Turkish province of Hatay throughout the night. While some Syrian villagers fled to refugee camps in Turkey, where thousands of people including the leaders of the Free Syrian Army were already taking shelter, bullets from the clashes hit the homes in Turkish villages, which were televised live, raising public interest in these developments (Sabah, February 5).

    Like in other nations, Turkish people also organized demonstrations outside Syrian diplomatic representations in protest against these developments (www.turkiyegazetesi.com, February 5). Though the demonstrations were not large-scale, they have nonetheless attracted a significant number of people since the beginning of the uprisings. This development was also important because it signified a gradual transformation in Turkish people’s perception of the situation in Syria. Previously, Turks focused more on the geopolitical aspects of the Syrian uprising than the humanitarian tragedy caused by the regime’s brutal crackdown, believing that there was Western manipulation to change the regional balance of power. Many Turks, including conservative segments of society, harbored suspicions about the root causes of the uprisings and were critical of the Turkish government’s outward opposition against the Damascus regime, believing that it was acting as a subcontractor of the West (EDM, November 15, 2011). The recent demonstrations indicate that the Turkish public might become more supportive of their government’s policy on Syria and focus on the humanitarian aspects of the crisis.

    The Turkish Foreign Minister, Ahmet Davutoglu, attending the Munich Security Conference together with other world leaders, criticized Moscow and Beijing. Questioning the morality of their behavior, Davutoglu maintained that they acted with a Cold War mentality and the price for the vote would be paid by the Arabs and Turks in the region. Davutoglu emphasized that Turkey would continue to support the Syrian people’s struggle. Expressing solidarity with Syrians, Davutoglu added that Turkey would embrace the entire population of this country if they needed Turkey’s help (www.ntvmsnbc.com, February 4).

    Ankara’s ties with Damascus became contentious at the outset of the Syrian uprising and, over time, Turkish leaders broke with their former ally Assad and asked him to step down. Meanwhile, Ankara supported the umbrella organization, the Syrian National Council in bringing together opposition groups, as well as hosting thousands of refugees (EDM, August 10, 2011). The presence of members of the Free Syrian Army in refugee camps has led to speculation that Turkey was arming the rebels against Damascus. When an earlier attempt at imposing sanctions on Syria failed in October 2011, due to Russian and Chinese objections, Ankara went ahead and adopted sanctions in coordination with Western powers. Turkey also coordinated its diplomatic initiatives with regional countries and worked hard to ensure the peace plan by the Arab League would succeed. Davutoglu undertook enormous diplomatic efforts to convince Tehran, the chief regional ally of Damascus, to work together toward a solution of the crisis and the prevention of sectarian tensions in the region (EDM, January 10). In a subsequent effort, he traveled to Moscow to exert pressure on Damascus (Anadolu Ajansi, January 25).

    As his reaction to the recent failed resolution at the UN demonstrates, Davutoglu has been frustrated over the lack of progress on the diplomatic front. Two statements released by the foreign ministry regarding the ongoing atrocities by Damascus and the UN Security Council vote reflect similar thinking (www.mfa.gov.tr, February 4). While the first statement maintained that “The shelling by a country’s official security forces of its own cities constitutes the most concrete indication that the government of that country has totally lost its legitimacy to rule,” the second statement argued that “The stage that has been reached by the regime’s suppressing the desire of the Syrian people for universal values […] with the use of guns, violence and mass executions has acquired a threatening nature in which international peace and security is at risk.”

    This sort of language is one that values human rights over the principles of sovereignty and non-intervention and Ankara has so far underlined clearly that the Syrian regime has lost its right to legitimately rule the country. Turkey, however, has not gone as far as advocating international intervention, and believes that any solution has to come through international legitimacy. Short of international consensus on a UN-orchestrated solution, Ankara is left with little options for changing the situation on the ground.

  • 12,000-Year-Old Rock Paintings Found in Xinjiang, China

    Look at this… ancient colored rock paintings dating back 12,000 years have been found in a cave in the Altai area of China’s Xinjiang region.

    The paintings found are mainly handprints, spot images and figures. All of them are colored, mostly painted with red ocher.

    The cave belongs to the Duogate rock-painting area. The paintings have been designated as a cultural relic site under county-level protection.

    Seven large-scale rock painting groups have been found in the area.

    Most of these rock paintings feature cows, horse, sheep, camels and male and female dancers, which are closely related to nomads’ life in ancient times.

    On Tony Blair:

    He compared Mr Blair to Winston Churchill and disclosed that, on the eve of the war in Iraq, the British PM was willing to risk bringing down the Government to push through a vital vote. He cites Mr Blair’s “wisdom and his strategic thinking as the prime minister of a strong and important ally”, adding: “I admire that kind of courage. People get caught up in all the conventional wisdom, but some day history will reward that kind of political courage.”

    On British and European public opinion:

    The former president was frank about the lack of weight he attached to how he was thought of in the UK both while he was in power and since he left it, saying: “It doesn’t matter how people perceive me in England. It just doesn’t matter any more. And frankly, at times, it didn’t matter then.” He said: “People in Europe said: “Ah, man, he’s a religious fanatic, cowboy, simpleton.” All that stuff… If you believe that freedom is universal, then you shouldn’t be surprised when people take courageous measures to live in a free society.”

    On Saddam:

    “There were things we got wrong in Iraq but that cause is eternally right,” he said. “People forget he was an enemy, he had invaded countries, everybody thought he had weapons of mass destruction, it became clear that he had the capacity to make weapons of mass destruction. What would life be like if Saddam Hussein were [still] in power? It is likely you would be seeing a nuclear arms race.” He also adds that Saddam disclosed his reasons for pretending to have WMDs when he could have avoided war were because “he was more worried about looking weak to Iran than being removed by the coalition.”

    On Afghanistan:

    “Our government was not prepared for nation building. Over time, we adapted our stratedy and our capabilities. Still, the poverty in Afghanistan is so deep, and the infrastructure so lacking, that it will take many years to complete the work.”

    On Iran:

    “A government not of the people is never capable of being held to account for human rights violations. Iran will be better served if there is an Iranian-style democracy. They play like they’ve got elections but they’ve got a handful of clerics who decide who runs it.”

    On China:

    He believes its internal politics will stop it being a superpower economy to rival the US for many years. “China, no question, is an emerging economy. China has plenty of internal problems which means that, in my judgment, they are not hegemonistic. They will be seeking raw materials.

    On Syria:

    Mr Bush recounts an incident when Israel’s then-prime minister Ehud Olmert called him to ask him to bomb what Mossad agents had discovered was a secret nuclear facility in Syria. He said no but Israel destroyed it without warning him. Telling the story appears to signal his displeasure at not being told.

    China jails US geologist for stealing state secrets

    A Chinese-born American geologist has been sentenced to eight years in jail in China for stealing state secrets.

    Xue Feng, 44, was detained in 2007 after negotiating the sale of an oil industry database to his employers, an American consultancy company.

    Mr Xue said the information he had acquired about China’s oil industry was publicly available. He claimed he had been tortured while in detention.

    The US embassy said it was “dismayed” and called for his immediate release.

    The jail term handed down was described by his lawyer as “very heavy”. Mr Xue was also fined 200,000 yuan (£19,500; $30,000).

    Mr Xue’s crime was to arrange the sale of an openly available database about China’s largely state-controlled oil industry to his US consulting firm IHS Energy, now known as IHS inc.

    The geologist has claimed that interrogators burned his arms with cigarettes and hit him on the head with an ashtray.

    The US Ambassador to China, Jon Huntsman, was at court for the sentencing, in a show of high-level US concern over the case.

    The embassy later issued a statement saying it was dismayed and urged China to grant Mr Xue “humanitarian release and immediately deport him”.

    Three Chinese nationals were also sentenced for illegally providing intelligence abroad.

    Li Yongbo was sentenced to six years in jail, and Chen Mengjin and Li Dongxu were both given two-and-a-half-year sentences.

    The BBC’s Damian Grammaticas in Beijing says that after this case foreign businesses in China are likely to tread even more warily when dealing with information about state firms.

    Draft regulations released by China’s government earlier this year defined business information held by state firms as state secrets.

    Legal observers have also voiced concern that China’s courts are ignoring legal procedures when dealing with sensitive cases.

    In Xue Feng’s case the two-and-a-half-years it has taken to reach a verdict they say breaches China’s own legal time limits.
