The Turkish government has signed an agreement with the Union of Muftis of Russia (SMR) to train imams and mullahs for Russian mosques. The SMR leadership hailed this decision because of what it described as the secular nature of Turkey and hence that country’s understanding of what Islam should be in a country like Russia (www.interfax-religion.ru/islam/?act=news&div=27334).

No restriction for expansion of Iran-Turkey ties: president
Tehran, Nov 17, IRNAPresident Mahmoud Ahmadinejad said Sunday evening that there is no obstacle in the way of further expansion of Tehran-Ankara all-out cooperation.
In a meeting with the visiting Turkish Energy Minister Hilmi Guler, he expressed hope that bilateral relations would further boost in all areas.
Terming his August visit to Turkey as a crucial and determining visit, the president said the visit was in line with the two countries mutual interest.
During Ahmadinejad’s visit to Turkey, a joint statement was issued by the two sides stressing the importance of energy in economic development of the two states.
The two sides agreed to promote the level of cooperation in the fields of energy, gas and oil to the highest level and try to finalize agreements signed between the two capitals in 2007 and 2008 to this end.
Guler expressed his satisfaction with the current level of cooperation between the two neighboring states.
He reiterated that Ankara attaches great importance to expansion of ties with Tehran.
The Turkish energy minister further called for materialization of the agreements reached between the two sides.
Guler, heading a delegation, arrived in Tehran Saturday evening to finalize a gas accord with Iranian officials.

Negotiators Say Parties in Karabakh Talks ‘Not There Yet’
International mediators have reported an ‘improved mood’ in the ongoing Armenian-Azerbaijani negotiations over Nagorno-Karabakh, but said the parties are “not there yet” for an ultimate peace accord.
The United States, Russian and French cochairmen of the Organization for Security and Cooperation in Europe’s (OSCE) Minsk Group spoke at a press conference in Yerevan Monday afternoon after what was their longer-than-usual regional tour, including stops in the capitals of Armenia and Azerbaijan as well as in the disputed Nagorno-Karabakh region itself.
Deputy Assistant Secretary of State Matthew Bryza, who chairs the Group from the US, was cautious not to give any precise period of time for a finalized framework agreement that the sides have been said to be inching towards and even close to signing by the end of this year.
“We would like that to be the case that we are just on the very edge of the agreement being finalized, but we are not. But what I can say is that the mood between the presidents has improved significantly since the meeting November 2 in Moscow, for which we are grateful to our Russian colleagues,” Bryza said.
The US negotiator denied the recent media speculations that the negotiations are months away from a big agreement and also that there is some secret protocol leading to a nontransparent set of commitments by Armenia.
“That’s absolutely untrue,” Bryza said. “There can be no secret protocols… I don’t sense either president is looking at the negotiations as an opportunity to make concessions as much as a new opportunity to see the conflict from the other president’s eyes and find a way to achieve what each president needs to gain agreement of their society.”
Bryza’s French and Russian counterparts similarly sounded cautiously optimistic about a future peace plan.
“It is important to understand that we are at a preliminary stage of the elaboration of the future peace agreement. Of course, it would be great if we could already be discussing all the details of the situation on the ground, but, unfortunately, we are not yet. We are still at the level of formalization of the general basic principles,” said Bernard Fassier, the Minsk Group’s French cochairman.
And Yuri Merzlyakov, of Russia, added: “The sides’ agreeing with the basic principles of settlement does not yet mean the elaboration of a peace accord, which will also take some time.”
The cochairmen made the statements after meeting the leaderships in Azerbaijan, Armenia, as well as Nagorno-Karabakh to where they traveled from Yerevan over the weekend.
The current negotiations for a settlement in the protracted dispute are believed to focus on proposals drafted by the Minsk Group and presented to the presidents of Armenia and Azerbaijan at the OSCE summit in Madrid in November 2007.
The mediators’ regional tour comes amid renewed international hopes for a breakthrough in the peace talks after the presidents of Armenia and Azerbaijan pledged an intensified search for a solution to the long-running dispute.
Only about two weeks ago, in a joint declaration with Russian President Dmitry Medvedev, Serzh Sarkisian and Ilham Aliev agreed to take into account the so-called Madrid principles of a Karabakh settlement – a proposed framework agreement that calls for a phased solution to the conflict eventually to end in a referendum of self-determination in Nagorno-Karabakh.
It is assumed that the Minsk Group proposals aim at reconciling the seemingly conflicting principles of international law, namely territorial integrity and self-determination.
Nagorno-Karabakh, a mostly Armenian-populated autonomous region in Soviet Azerbaijan, has been de-facto independent from Baku’s rule since the 1994 ceasefire that put an end to nearly three years of fighting between the area’s ethnic Armenians seeking an independent status and Azerbaijani armed forces sent in to stifle local secessionism.
In the war that claimed tens of thousands of lives and displaced hundreds of thousands more on both sides, Nagorno-Karabakh’s Armenians managed to establish control over the most part of the region and expand into surrounding areas to form a security zone.
A withdrawal of Karabakh forces from most of the surrounding seven districts now fully or partly controlled by Armenian forces, demilitarization of the territories and deployment of international peacekeeping forces there appear to be a key element of the current peace proposal.
Another element opposed by hardliners in Armenia is the return of the population, mostly Azerbaijanis, who were displaced during the active military phase of the conflict, to the places of their former residence, mostly in areas surrounding Nagorno-Karabakh, but also within the unrecognized republic proper.
Under the yet undisclosed plan, Nagorno-Karabakh is likely to enjoy an interim status before a referendum is held at some indefinite future date to decide its ultimate status.
Other provisions of such a settlement might include strong international guarantees of security to the population of the area backed up with an overland link connecting Nagorno-Karabakh to Armenia as well as financial aid from the international community for rehabilitation in the conflict zone.
In remarks to Armenian Public Television at the weekend, President Serzh Sarkisian, visiting Nagorno-Karabakh, listed a number of key prerequisites that he said would be essential to reaching an agreement.
“The Karabakh problem can be solved only if Azerbaijan admits that the people of Karabakh have and can exercise their right to self-determination,” Sarkisian said. “And secondly, if Nagorno-Karabakh and Armenia have a shared land border and the population of Nagorno-Karabakh receive strong guarantees of security.”
After a meeting with Sarkisian earlier on Monday, the Minsk Group troika did not disclose the details of the discussions.
“It is important to use and choose words very carefully,” Bryza explained.
The French cochairman, however, opened some of the brackets mainly concerning security issues.
“The security of Nagorno-Karabakh’s people in the present status-quo is only depending on Nagorno-Karabakh itself and Armenia, with the strong opposition, to put it mildly, from Azerbaijan. What we have in mind to try to create for the situation in the future is to ensure that the security of Nagorno-Karabakh’s people could be provided and guaranteed by a set of complex security measures and international guarantees as well as the agreement of these measures by Azerbaijan,” Fassier said.
“The people of Karabakh have to feel safe — safe from physical attack and safe from any economic pressure as well,” Bryza added.
And the Russian representative, Merzlyakov, said: “The [Armenian-controlled] territories now play a significant role in ensuring the Karabakh population’s security. If an adequate replacement can be found, including international guarantees of security, they can be returned.”

Format of the Journal
The editorial board of the ARMACAD Academic-Autobiographical Journal
invites authors to submit papers about their academic experiences in
and outside Armenia. The Journal will be divided into two sections.
The first section will include autobiographical articles of students
and scholars from Armenia who have been abroad for an academic
occasion – conference, seminar, summer school, degree programme,
lecture, etc. In the second section we will publish autobiographical
articles of foreign students and scholars who visited Armenia for
academic purposes – conference, seminar, summer school, degree
programme, lecture, etc.Themes of the Journal
The Journal will provide an open forum for all interested parties to
write about memories from their academic experiences in a free genre.
You are welcome to submit any interesting recollection you have from
Armenia and/or abroad. Any story related to your short, or a long term
stay will fit into the scope of the Journal. The Journal will be
published yearly and the authors may write about their experiences in
a series of articles. Representatives of all academic disciplines are
invited to contribute to the Journal. The Journal will be published in

ERDOGAN VISITS THE UNITED STATES: ECONOMY AND RELATIONS WITH OBAMA ON THE AGENDA

Turkish Prime Minister Recep Tayyip Erdogan visited the United States to attend the G-20 Summit, where he joined the leaders of developed and industrializing nations to discuss the global financial crisis. In addition to his participation in the summit activities, Erdogan held bilateral meetings with several world leaders.In his public statements throughout the trip, Erdogan underlined the importance of international cooperation in fighting the global crisis. Having emphasized the experience that Turkey had gathered from its own economic recovery programs as a result of the devastating crises of the 1990s and early-2000s, Erdogan maintained that his country represented a hope and a model for those countries seeking a way out of the current crisis (www.akparti.org.tr, November 13; Yeni Safak, November 16).
These inflated statements aside, how the AKP government will cope with the global financial crisis and whether it will seek help from the IMF had been matters of debate (EDM, October 31). Since the AKP came to power in 2002, reducing Turkey’s dependence on the IMF has been one of the government’s primary economic goals. The AKP has been arguing that Turkey could overcome the current crisis without significant support from the international community. Since the previous stand-by agreement with the IMF expired in May, Turkey has been resisting another arrangement with the IMF because of the strict fiscal conditions it would impose (New York Times, November 7).
During the G-20 Summit Erdogan met with Managing Director of the IMF Dominique Strauss-Kahn on November 14, and their teams had additional talks on November 15. Erdogan also met the President of the World Bank Robert Zoellick. The World Bank is expected to increase credits to Turkey to support various projects dealing with small and medium-sized enterprises and renewable energy (www.cnnturk.com; Anatolian Agency, November 15).
The statements coming from both sides following the meeting between Erdogan and Strauss-Kahn indicate that Turkey might be reversing its stubborn position on IMF aid. Both parties stressed that Turkey would maintain cooperation with the IMF in the future. Economic sources speculated that a new stand-by agreement worth $15 to $20 billion might be signed soon, although differences of opinion remain about the extent and kind of IMF aid to Turkey (www.tgrthaber.com.tr, November 16; Today’s Zaman, November 17). Experts believe that the decision, albeit late, to start negotiations with the IMF is a step in the right direction (Referans, November 17).
Erdogan also gave two public talks, in which he outlined the parameters of the new activism in Turkish foreign policy and Turkey’s strategic partnership with the United States, as well as developments in domestic politics. On November 13 Erdogan spoke at a conference at Columbia University, entitled “Turkey’s Role in Shaping the Future” (www.ntvmsnbc.com, November 14). On November 14 Erdogan discussedTurkish foreign policy at the Brookings Institution. During these addresses, he congratulated U.S. President-elect Barack Obama and emphasized that Turkey was ready to work with the new administration, provided that it was sensitive to Turkey’s priorities.
On relations with Armenia, Erdogan repeated Turkey’s position that the issue must be dealt with by the parties concerned through channels of dialogue already established. He warned the incoming administration not to let ethnic lobbies dictate American policy and spoil bilateral relations between Turkey and the United States (Hurriyet Daily News, November 17).
On the issue of nuclear proliferation and Iran, Erdogan highlighted Turkey’s new-found role as peace broker and criticized U.S.-led efforts against Tehran. Earlier in the week, the New York Times reported that Erdogan had offered to mediate between Iran and the incoming Obama administration (New York Times, November 11). During his talk at the Brookings Institution, Erdogan said that given the trust Turkey had built up with Iran, it was better positioned than the EU’s troika to facilitate talks with Tehran. Some of his remarks on this issue were, however, more controversial. Erdogan maintained that trying to force Iran to drop its nuclear program while other countries maintained nuclear arsenals was no ground for reducing tension. He instead urged the countries pressuring Iran to eliminate such weapons themselves, which would be a better basis for a comprehensive solution (www.cnnturk.com, November 15). Erdogan’s call for “total nuclear disarmament” has been criticized as a fundamental deviation from Turkey’s official position (Milliyet, November 15).
On the issue of Iraq, Erdogan emphasized Turkey’s positive contributions to the reconstruction efforts there. He criticized Obama for setting a clear exit date, however. He expressed concerns about a premature American withdrawal, arguing that Iraq’s infrastructure had not matured enough. (Cihan Haber Ajansi, November 14). U.S. State Department Deputy Spokesman Robert Wood criticized Erdogan’s assessment as overly pessimistic (Washington Times, November 15).
There were questions about whether Erdogan would meet Obama during the trip; but because Obama has decided not to meet foreign leaders before his inauguration, Erdogan searched out people who were likely to shape Obama’s policies. In a separate meeting during his visit, Erdogan met with Obama’s advisers Madeline Albright, Jim Leach, and Philip Gordon (Yeni Safak, November 15). Some Turkish observers believe that the choice of the Brookings Institute as the venue of Erdogan’s speech in Washington, D.C., was also part of Turkey’s attempts to influence the incoming administration. Veteran journalist Cengiz Candar noted that despite its non-partisan position, Brookings was regarded as a pro-Democrat organization and many Brookings specialists, such as Philip Gordon, who were familiar with Turkey may end up working in the new administration (Referans, November 15; Today’s Zaman, November 17). Another senior analyst, Semih Idiz, however, argued that Erdogan’s controversial statements on Iran might ironically rock the boat, just as Erdogan was seeking to build bridges (Milliyet, November 17).
Only time will tell whether “think-tank diplomacy” will put Turkish-American relations on the right track. In any case, given Erdogan’s critical position on Obama’s declared policies, it will be interesting to see how the new administration will manage relations with Turkey.
