    Erdoğan warns world about KKTC’s future status

    Prime Minister Recep Tayyip Erdoğan has warned the international community that the status of the Turkish Republic of Northern Cyprus (KKTC) as an independent state will have to be acknowledged if the ongoing talks to reunite the island fail, signaling that his government might revise its pro-reunification stance in effect since it first came to power in 2002.

    “It must be understood that negotiations cannot last forever, the present window of opportunity cannot stay open forever and there is an absolute need to make the process successful,” Erdoğan said on Thursday at the UN’s 64th General Assembly.

    By “process,” Erdoğan was referring to a revived peace process between the island’s Greek and Turkish Cypriots, who have lived divided since 1974, when Turkey militarily intervened in the north of the island in response to a Greek-inspired coup.

    Turkish Cypriot leader Mehmet Ali Talat and Greek Cypriot leader Dimitris Christofias broke a four-year stalemate on talks in March 2008 and have been engaged in face-to-face negotiations with the goal of reunifying the island. Previous reunification efforts on Cyprus collapsed in 2004, when Greek Cypriots rejected a settlement blueprint drafted by former UN Secretary-General Kofi Annan and accepted by Turkish Cypriots.

    Erdoğan said a comprehensive settlement can be achieved if the parties are constructive. “If not, the UN secretary-general should step in as in 2004. We are aiming for a referendum in the spring of 2010 at the latest. But if a solution cannot be reached because of the Greek side’s rejection, as in 2004, then normalizing the status of the Turkish Republic of Northern Cyprus in the international arena will be a must that can no longer be delayed,” Erdoğan added.

    According to sources at the Turkish Foreign Ministry, Prime Minister Erdoğan reminded the world community at the UN that Turkey has a Plan B. “Turkey will be engaged in efforts to provide recognition for the KKTC if the Greek side rejects a proposed solution,” the source said.

    The Turkish side often reiterates that there is a serious inequality in negotiations because Turkish Cypriots are isolated in every sphere and are unable to even play an international soccer match while Greek Cypriots comfortably enjoy international recognition and EU membership. In addition, Turkey’s entry into the European Union partly hinges on a peace deal in Cyprus, whose Greek Cypriot population represents the island in the EU.

    “Turkish Cypriots are still faced with unjust isolation. It is not right to expect the Turkish Cypriot party to pay the cost of deadlock,” Erdoğan also said. “What the prime minister has voiced at the UN is not new, but his words make the case stronger that Turkey will make an effort for the KKTC’s recognition if all other efforts fail to reunify the island,” said Özdem Sanberk, a former foreign ministry undersecretary and a foreign policy analyst.

    “The prime minister’s words should not be perceived as a threat. We are saying that we are ready for a solution similar to the Annan plan, but if it is rejected by the Greek side, there is no escape from a de facto KKTC state,” Sanberk told Today’s Zaman. “The Greek side should understand this message in the right way.”

    But he added that the problem is that the status quo is not bothersome for the Greek side because they are already in the EU.

    “If Turkey starts diplomatic efforts for the recognition of the KKTC, the Greek side will then start to act, and a war of attrition is likely. So the prime minister’s words reveal a hidden threat,” Sanberk said. Observers agree that the window of opportunity is small for a solution in Cyprus and that it could start to close in late 2009 as preparations begin for Turkish Cypriot parliamentary and presidential elections in February and April 2010, respectively.

    Former diplomat Temel İskit evaluated the situation as “the last chance.” “Conditions are ripe, but on both sides there are people who do not want a solution,” he told Today’s Zaman.

    “If the result of a referendum shows that the Greek side is rejecting a solution, then the Greek side will be seen as responsible for non-settlement,” he said. “And so the prime minister is warning about what could happen in such a situation.”

    Meanwhile, the KKTC’s Talat told reporters on Thursday in New York that the international community has an important role in finding a solution to the Cyprus problem. He added that the KKTC is working in close cooperation with Turkey for a solution in Cyprus and that Prime Minister Erdoğan’s words were “beneficial and meaningful.”

    Asked when he would meet with UN Secretary-General Ban Ki-moon, Talat said a specific date was not yet set but that they would meet in the coming days. He said he had meetings with British Secretary of State for Foreign and Commonwealth Affairs David Miliband and Swedish Foreign Minister Carl Bildt.

    Talat also said he wanted to meet with Christofias in New York but did not want to have an official meeting with him. Talat is expected to meet with Turkish Foreign Minister Ahmet Davutoğlu as well as officials from Turkey’s permanent representation at the UN.

    ‘Turkish-Armenian relations at new level’

    Addressing the UN General Assembly, Erdoğan said Turkey is an element of peace and stability in its region.

    “Problems in our region have global consequences. Therefore, our constructive and conciliatory policy in the region contributes to global peace as well,” he said and added that the ongoing dialogue process between Turkey and Greece was a concrete example of such an approach and that efforts aiming at the normalization of Turkish-Armenian relations were yielding fruitful results.

    Erdoğan, speaking at Princeton University on Thursday, said Turkish-Armenian relations have reached a new level through Swiss mediation. “I believe agreements we have initialed could be submitted to Parliament if political biases and concerns do not get in the way,” he said, adding that the government can possibly bring the issue to Parliament by Oct. 10 or 11.

    Meanwhile, the Armenian and Turkish presidents will be meeting in Switzerland on Oct. 10 to sign the two diplomatic protocols, which are then to be submitted to the Turkish and Armenian parliaments, as sources revealed the current Turkish-Armenian diplomatic plan.

    ‘World should fulfill its promises to the Gazans’

    In his address to the UN General Assembly, Erdoğan said Turkey expects countries of the region to share the same vision for peace, security and stability.

    Stressing the importance of Iraq’s territorial integrity, political unity and domestic peace, he said that Turkey attached great importance to the establishment of a national consensus in the country as well as the continuation of a political dialogue focusing on all segments of Iraqi society.

    Commenting on the Israeli-Palestinian conflict, Erdoğan said Turkey has always supported the Palestinians. He also brought up the humanitarian tragedy in Gaza last winter, in which close to 1,400 Palestinians, including 252 children, were killed in Israel’s attacks.

    He called on the international community to fulfill its promises to the Gazans.

    NEW YORK (Combined Sources)—A group of Turkish diplomats breached the security bubble around President Obama on Tuesday, provoking a frenzied reaction by security personnel, around the president who pushed and shoved the intruders away from the president’s limousine, reported FOX News.

    The incident occurred as Obama was preparing to leave the Sheraton Hotel in Midtown Manhattan after speaking to an annual meeting of former President Bill Clinton’s Global Initiative. Clinton was seen escorting Obama to the limousine moments before the incident occurred.

    The Secret Service on Tuesday blamed the quarrel on a language barrier, saying that the Turkish security agents accompanying Prime Minister Recep Tayyip Erdogan did not heed verbal instructions to stop proceeding toward the president’s limousine because of their inability to understand English, reported the Washington Times.

    The limousine was hidden from view inside a large white tent, a regular Secret Service tactic to protect the president. Moments after Obama arrived at the car, a large number of uniformed police and plainclothes Secret Service agents converged on the back corner of the tent, shouting loudly.

    “A foreign delegation got confused and was trying to enter the president’s departure tent and didn’t understand the verbal instructions being given. They had to be physically restrained,” said Ed Donovan, a spokesman for the Secret Service.

    The Washington Times reported that the Turkish government Wednesday rejected that explanation out of hand, saying that its security agents were accompanied by a Secret Service team that was escorting them to the same hotel that Obama was leaving, and that the Secret Service detail with Erdogan brought them near the Obama limousine without telling the main U.S. security contingent guarding the president.

    Also on Tuesday, Erdogan was set to deliver a speech at the Clinton Global Initiative, but he canceled his address after the scuffle between Turkish and American bodyguards, reported the Hurriyet newspaper.

    Turkey Is a Good Friend to America

    Fouad Ajami implies in “9/11 and the ‘Good War’ ” (op-ed, Sept. 11) that the Turks “feign desire for our [the U.S.] friendship while they yearn for our undoing” in the Middle East and beyond. It is simply untrue. The Turkish-American friendship, partnership and alliance are longstanding and solid. The depth and breadth of cooperation between the two countries refutes Mr. Ajami’s argument. Turkey’s prominent role in Iraq, Afghanistan and elsewhere in the region bodes well for resolving disputes and helping to create a stable and peaceful environment. Turkey’s stance serves not only its interests but also the interests of all the other countries in the neighborhood which share a desire for peace.

    I don’t see why Mr. Ajami advises a solitary path for U.S. decision-makers. Contrary to Mr. Ajami’s view, history attests that the U.S. and for that matter its friends and allies have been kept safe by a benevolent mutual appreciation and by standing together.

Ambassador Sensoy previously served as Deputy Undersecretary of General Political Affairs at the Ministry of Foreign Affairs and has worked throughout the world as an ambassador and consul general.     The Ambassador has assumed many other important roles throughout his service to the Turkish government.  From 1997-1998 he served as Deputy Undersecretary of Political Affairs for the European Union.  He was also Chief of Staff to the President from 1988-1990.  Before advising the president he was the advisor to the Prime Minister for two years.  The Ambassador was also the Head of Section at the Department of Bilateral Political Affairs for Western Europe.

    Turkish Prime Minister Recep Tayyip Erdogan was among those swept up in the confrontation, the U.S. Secret Service confirmed to the Washington Times Wednesday morning.
    Mr. Erdogan was arriving at the same meeting as Mr. Obama was leaving when the scuffle between Turkish security surrounding the prime minister and U.S. security — Secret Service along with New York City police — broke out.

    The skirmish, which involved shoving, pushing and loud shouting, reached the corner of the large white tent that housed Mr. Obama’s limousine just as the president was preparing to get in the vehicle and leave. The Turkish press reported that Mr. Erdogan may have even grabbed a U.S. security agent to stop him from throwing a punch.

    The limousine was hidden from view inside a large white tent, a regular Secret Service tactic to protect the president. Moments after Mr. Obama arrived at the car, a large number of uniformed police and plainclothes Secret Service agents converged on the back corner of the tent, shouting loudly.

    A Washington Times reporter accompanying the president as part of a small press pool witnessed the skirmish from about 10 feet away.
    “A foreign delegation got confused and were trying to enter the president’s departure tent and didn’t understand the verbal instructions being given. They had to be physically restrained,” said Ed Donovan, a spokesman for the Secret Service.

    Mr. Donovan said it was his understanding that the intruders did not make it into the tent. Nonetheless, by making it to the edge of the tent, they came within about 10 to 15 feet of the president’s limousine.

    Mr. Donovan denied that the incident was a breach of security because he said that the Turks had Secret Service escort. But he would give no details on why the fracas occurred other than that a language barrier caused a breakdown of communication.

    The Secret Service said none of the diplomats involved in the incident was detained.
    The incident comes at an inopportune time. Turkey is key to Mr. Obama’s strategy to build a more strategic and multilateral foreign policy, and the president has spent a good amount of effort trying to improve U.S.-Turkish relations. He visited Turkey during his first foreign trip and the administration has proposed the sale of $8 billion in anti-missile weapons systems to Turkey, which could play a role in containing the Iranian nuclear threat.

    Başbakanlık kaynakları olayın Erdoğan’ı korumakla görevli ABD gizli servis elemanları ile Obama’nın korumaları arasındaki iletişimsizlik nedeniyle yaşandığını söylediler. Kaynaklar, Erdoğan’ın yaşanan iletişimsizlik üzerine bir koruma zaafı olduğu gerekçesiyle konuşma yapmaktan vazgeçirildiğini belirttiler. Olayın büyütülmemesi gerektiğini, uygulamanın rutin bir güvenlik uygulaması olduğunu iddia eden kaynaklar, “Erdoğan’ın güvenliği açısından orada bulunması uygun görülmemiştir” dediler. Erdoğan’ı koruyan ABD gizli servis elemanlarının değiştirildiği bildirildi.

    Yaşananlara ilişkin konferansa ev sahipliği yapan eski ABD Başkanı Bill Clinton’ın çok büyük üzüntü duyduğu kaydedildi.

    ABD’de yayımlanan Washington Times gazetesi ise olayı “Türk diplomatlar Obama’nın yakınında kavgaya neden oldu” başlığıyla verdi. Gazete olayın, bir grup Türk diplomatın, Obama’nın konuşmasını tamamlamasının ardından, otelin çıkış kapısında kendisini kapıya kadar uğurlayan Bill Clinton’a tam veda ederken meydana geldiğini yazdı. Türk diplomatların, Obama için uygulanan güvenlik çemberini yarmaya çalışarak otele giriş yapmak istediğini, bu sırada Obama’yı korumakla görevli gizli servis elemanları ve güvenlik güçlerinin de koruma çemberini yarmak isteyen Türk heyetini engellemek isteyip iterek Obama’nın limuzininden uzaklaştırmak istediği kaydedildi. Olayın meydana geldiği sırada, Obama’nın makam aracı olan limuzinin beyaz bir çadırla kapalı olduğu ve bu uygulamanın başkanı korumak amacıyla yapılan rutin bir Amerikan gizli servisi taktiği olduğu yazıldı.

    ‘Davetsiz misafir’
    Gazeteye konuşan Amerikan gizli servisi sözcüsü Ed Donavan, Türk heyeti kastederek bu grubun kafalarının karışmış olduğunu savundu ve ABD’li güvenlik güçlerinin kendilerine yönelik sözlü talimatlarını anlamadıklarını, Obama’nın otel çıkışında kullanması için hazırlanan çadıra girmeye kalktıklarını bunun üzerine fiziki olarak engelleme ile karşılaştıklarını söyledi. Donavan şöyle devam etti: “Her şeye rağmen bu davetsiz misafirler çadıra giremedi. Sadece Obama’nın limuzinine 3-4 metre kadar yaklaşabildiler. Diplomatik heyet birkaç sokak ötede bulunan ilk koruma noktası olan ve üniformalı New York polisinin kontrol ettiği sokaktan gerekli geçiş izinleri olduğu için geçebildiler. Karışıklık sadece Obama’nın çıkış yapacağı zaman gelmelerinde oldu. Yanlış bir zamanda geldiler. Olay dil anlaşılmazlığı yüzünden de kötü bir hale geldi.”

    Erdoğan’a eşlik eden Türk heyetinde şu isimler de bulunuyor: Dışişleri Bakanı Ahmet Davutoğlu, Devlet Bakanı ve Başbakan Yardımcısı Ali Babacan, Devlet Bakanı ve Başmüzakereci Egemen Bağış, Maliye Bakanı Mehmet Şimşek, Türkiye’nin BM Daimi Temsilcisi Büyükelçi Ertuğrul Apakan ve Dışişleri Bakanlığı Müsteşarı Feridun Sinirlioğlu.

    Geçen yıl da İspanya’da yapılan Medeniyetler İttifakı 1. Forumu sırasında Erdoğan’ın toplantının yapılacağı binaya girmesi sırasında İspanyol güvenlik görevlileriyle Başbakan’ın korumaları arasında arbede yaşanmıştı. Kapıdaki görevlilerin, Erdoğan’ın korumalarını binaya sokmaması üzerine başlayan ve birkaç dakika süren olay, çevredekilerin müdahalesiyle büyük kavgaya dönüşmeden yatıştırılmıştı.

    U.S. President Barack Obama marked the 18th anniversary of Armenia’s declaration of independence late Tuesday with a special statement and a congratulatory message to his Armenian counterpart Serzh Sarkisian.

    “The people of the United States join the people of Armenia in celebrating Armenia’s day of independence today,” Obama said in a statement posted on the White House website. “We deeply value the many cultural and historic ties that bind our two countries.”

    “The United States gains strength as a nation from the contributions of so many Americans of Armenian ancestry. We congratulate the people of Armenia on their national day,” he added.

    According to Sarkisian’s office, Obama also extended such congratulations in a separate letter to the Armenian president. The holiday is dedicated to the September 21, 1991 referendum in which the vast majority of Armenians voted for secession from the disintegrating Soviet Union. The then Soviet republic formally declared independence two days later.

    Obama similarly congratulated Armenians on the occasion and hailed their “spirit of independence, self-reliance, and survival” one year ago, when he was still a presidential candidate. “Even in the face of genocide, the pain of the past has not defeated the Armenians, either in Armenia or the far-flung diaspora,” he said in a September 2008 letter to Sarkisian.
