    Israeli delegation dedicates housing in Turkey

    JERUSALEM (JTA) — A delegation from Israel’s Defense Ministry visited Turkey to dedicate a student village built with Israeli assistance.

    The student village in eastern Turkey’s Van district was built from 130 prefabricated buildings sent by Israel as a humanitarian gesture following an earthquake three months ago that left some 600 dead and thousands homeless.

    More than 800 students will live in the structures.

    “After the harsh quake that occurred here, you came, you the Israelis, with a lot of material and a lot of willingness to help. And for this I thank you very much, from the bottom of my heart,” said district Vice Governor Ahmet Kazankyeh, according to a statement from the Israeli Defense Ministry. “You are our true friends, and the proof is what we see here. Only true friends can help so quickly and with such concern for their partners.”

    In the immediate aftermath of the 7.2 magnitude quake, Turkey refused Israel’s assistance and turned down aid from other countries. But Ankara later accepted international help in housing the thousands of Turks who were without shelter. In addition to the housing units, Israel sent inflatable mattresses and blankets.

    Relations between the former allies have been nearly nonexistent following an Israeli naval commando raid on the Gaza-bound flotilla ship Mavi Marmara in May 2010 that left nine Turkish nationals dead, including one dual Turkish-American citizen.

    Turkey has demanded an Israeli apology for the deaths and compensation to the victims’ families. Israel has offered its “regret” for the deaths, and has said that its commandos fired in self-defense. Relations had been deteriorating since the 2008-09 Gaza war.

    A small event on Monday in eastern Turkey, less than an hour’s drive from the Iranian border, signaled a lull in the hostility that has been characterizing Israel-Turkey relations for over three years.

    Three months after the devastating earthquake in the province of Van which killed over 600 people and left tens of thousands homeless, representatives of Israel’s Defense Ministry joined senior officials in the province to inaugurate a student village, built from 130 prefabricated cabins that were supplied by Israel as humanitarian aid in the wake of the earthquake.

    The Ankara government had originally refused Israel’s offers of aid, immediately following the 7.2 magnitude quake. This was interpreted by many in Israel as yet another direct snub by Prime Minister Recep Tayyip Erdogan, but it was actually an exhibition of Turkish national pride, as the government turned down offers of assistance from other countries as well. The trauma of the 1999 Izmit earthquake that killed tens of thousands and left Turkey helpless had not been forgotten, and the Turks were eager to prove to themselves and the world that they had evolved since then. Indeed, the response of rescue teams from around the country was impressive and within 24 hours thousands of search and rescue workers had arrived in the distant province.

    But once the immediate rescue operations were carried out, Turkey was faced with the mammoth task of preparing alternative housing for tens of thousands of citizens facing a bitter winter outdoors. The international aid policy was reversed and shipments of Israeli prefabricated cabins were dispatched.

    This did not signal a total change in the official Turkish policy regarding Israel, the senior diplomats have yet to return to the embassies in Ankara and Tel-Aviv, Hamas leaders are still honored guests and Turkey is still trying to prevent Israeli participation in NATO exercises, but as one senior defense official said this week, “The fact that the anti-Israel rhetoric is much less voluble and they are not engaged actively right now in trying to cause us harm, is in itself an improvement. The real reason though is not a re-warming in the relationship but the fact that Turkey is much too busy right now monitoring the situation on its border with Syria.”

    Defense Ministry officials who participated in the ceremony on Monday in Van reported that “the atmosphere was very warm and friendly,” and it is hard to believe that such an event would have taken place when relations between the two countries were at rock-bottom last year, following failure to reach an agreement on an apology over the deaths of nine Turkish activists, killed by Israeli naval commandos during the May 2010 raid on the MAVI Marmara ferry en route to Gaza.

    On the other hand, the representatives on both sides were relatively low-level, with the Israeli delegation headed by the head of emergency-preparedness at the Defense Ministry greeted by the deputy governor of Van Province. One reason for the relatively low-profile of the ceremony was its proximity to the Iranian border in a period when Israeli representatives are under threat of terror attacks. One defense source said that “this isn’t the beginning of spring in Turkey but it may be the end of winter.”

    Turkey went out of its way to ensure Israel had no access to data from the NATO-backed missile defense system to be built on its territory, the Turkish Today’s Zaman reported Monday.

    According the report, “Turkey went to great lengths in protracted negotiations with the US to secure guarantees that the data to be collected by the system will not be shared with ally-turned-foe Israel and that Israel’s nemesis Iran will never be mentioned as a threat.”

    n an interview with Today’s Zaman published Monday, NATO Secretary-General Anders Fogh Rasmussen said that Iranians need not worry about the missile defense system if they are not planning an attack.

    “You can only consider our missile defense system a threat if you have an intention or an idea that you want to attack a NATO territory,” Rasmussen said.

    Addressing the tense relationship between Turkey and Israel, Rasmussen said, “I hope that Turkey and Israel can find peaceful ways to settle this dispute, because Israel is actually a member of one of our partnerships, called the Mediterranean Dialogue. Israel is a valued partner and we need a positive relationship between a staunch ally and a valued partner.”

    Rasmussen also said Iran’s threat to block the Strait of Hormuz was “in contradiction with Iran’s international obligations,” and that Russian cooperation on missile defense was lower than hoped.

    An Israeli intelligence agent has reportedly admitted that Azerbaijan, Iran’s northwestern neighbor, is “teaming with” Mossad agents who are trying to collect intelligence on the Islamic Republic.

    “This (Azerbaijan) is ground zero for intelligence work,” The Times of London quoted an Azerbaijan-based Israeli intelligence agent named “Shimon” as saying on Saturday.

    “Our presence here is quiet, but substantial. We have increased our presence in the past year, and it gets us very close to Iran. This is a wonderfully porous country,” JPost quoted Shimon as saying.

    Secret documents released by WikiLeaks last April revealed that Israel had been using the former Soviet republic’s soil over the past four years to spy on Iran. 

    The document in the US Embassy in Baku, sent to Washington in January 2009, refers to a visit by the Azeri president’s advisor for security and defense issues, Vahid Aliyev, to Israel. 

    According to the WikiLeaks cable, the trip was aimed at signing a contract with Tel Aviv which allowed Israel to use Azerbaijan’s soil for its spying activities against Iran. The US diplomatic cable further discloses an arms deal between the two sides. 

    According to the leaked cables, Azerbaijani authorities banned all anti-Israeli protest gatherings anywhere near Tel Aviv’s Embassy in Baku during the Israeli offensive against the Gaza Strip at the turn of 2009. 

    Prior to the leak, there were reports about the operations of Israeli spying cells on the Iranian-Azeri border under the cover of farming activities. 

    Separatist groups and members of the terrorist Mujahedin-e Khalq Organization are also freely operating within Azerbaijan’s borders.
