    Since 1982 every last Friday of Ramadan, in the initiative of the leader of the Islamic Revolution of Iran Imam Khomeini, “Quds Day” has been marked in a tribute to the solidarity with the Palestinian people.  This year it was marked on the 17th of August.

     

    According to wills of Imam Khomeini, spread of Islamic values is noted as one of the leading lines of the foreign policy of the Islamic Republic of Iran. “Quds Day”, as one of the wings of the spread of this policy, is of particular importance.

    Over the past 30 years, the collapse of the Soviet Union and political change in the Arab world have expanded the geography of the “Quds Day” as a branch of the policy of exporting the Islamic revolution and its ideology.

    The purpose of marking the “Quds Day” is to attract world attention to the occupied territories, includingPalestine. Loss of 20% of Azerbaijani territory, including Nagorno-Karabakh as a result of the war withArmeniaandAzerbaijan, also joined the list of states whose territories are under occupation.

    In recent years, the reason of activity of “Quds Day” is connected with the coming to power of Islamist forces in some Arab countries.

    OfficialTehran, using the favorable situation created by the so-called “Arab spring” to expand its influence in the region, expanded the range of “Quds Day”.Iranimprovises  the liberation of Muslims from tyrannical regimes, by expanding geographic scope of their mission as a protector of the Muslims and thereby trying to regain the Muslim world.

    “Arab Spring” changed the views regarding Nagorno-Karabakh conflict in the West as well as in the East. Statement by the Deputy Minister of Foreign Affairs of Saudi Arabia Prince Khalid bin Saud bin Khalid, “the need in this stage to increase pressure of the international community on Armenia in order to resolve the Nagorno-Karabakh conflict,” confirms this position.

    Latest statement by supreme spiritual leader of Islamic Republic of Iran Ali Khamenei also draws attention in this regard: “Karabakh is Islamic land …. The Iranian parliament will support the fact that Karabakh belongs to Islam,Azerbaijan.

    With the elections in Nagorno Karabakh there are attempts to neglect the facts that these lands’ belong to Azerbaijan and Islam. No matter how much time has passed the reality that Karabakh is Islamic land will not be forgotten. Karabakh will be released by the Muslim Azerbaijanis.”

    Increase of reputation of Azerbaijanin the Middle East created good condition for leading Arabic countries andIran, along withIsrael, to take advantage of the situation.

    In order to attract the interest, Azerbaijanfirst of all needs to advance effective suggestions and support.

    Iranplan, within the framework of the “Qods Day”, to bring to the agenda the issue with respect to the liberation of occupied Azerbaijani territories byArmenia, including the Nagorno-Karabakh and to bring this conflict to the attention of the world Muslim community. The above statement by Ali Khamenei in connection with the Nagorno-Karabakh should also be seen on this plane.

    Official Baku recognizes independence of Palestineand supports the idea of partition of Palestine Qodsi on the western and eastern parts. Azerbaijanshall take advantage of imposition of the Nagorno-Karabakh conflict on account of the Islamic world along with the status of Gods.

    The processes in the Arab world, a tough fight of the regional states and world powers for the division of spheres of influence and control on the Middle East, creates condition for causing the conflict out of control in the Caucasus, including conflict between Armenia and Azerbaijan. Violation of the last months of ceasefire by the Armenian side and the loss of our soldiers endangers the resumption of hostilities frontal zone, with difficulty repressed for 20 years. Taking into account the impacts of the Armenian communities of the Arab countries by the Armenian lobby in the policies of these countries, in the event of renewed hostilities on the Armenian-Azerbaijani front, position of the Islamic world towards the Nagorno-Karabakh issue will be of great importance forAzerbaijan.

    Under such circumstances,Azerbaijanis interested in delivering the Nagorno-Karabakh conflict through the Islamic world to the attention of world public opinion.

    The SHADY SIDE OF SILVER

    While everyone seems to ignore the casino atmosphere of the securities markets worldwide, there is a time bomb about to explode.

    The volatility of the silver futures market is like bungee jumper without a rope.

    It seems a complex game, but when you break it down, we all going to pay the devil. We all know it is wrong, but few speak up.

    For starters , The Federal Reserve Board of the United States and other central bankers around the world are keeping their funds which they transact business with other member banks artificially low.   This was done during the banking crisis, but they have failed investigate the abuses.

    One glaring abuse is a major bank can “borrow” a million dollars and with high frequency trades [i]and short the  silver contracts on the COMEX .[ii] They are selling contracts that they do not own. Another scheme is to place factious orders to sell to scare the buyers away. This drops the bids temporarily low. In an nano second the computers cancels the sells and instead buy at the depressed prices. These trades place an artificial cap on the price. Now the computers , some instances are trading among themselves with no human benefit.

    AS is the case of silver, the industrial demand far outstrips the world’s supply. The total amount used is 755.7 million ounces. Here is the breakdown for industrial uses. One can quickly observe that over half is for industrial use.

    Silver has unlimited applications in science, industry and art plus investments. Total demand in 2010 was 487.4 million ounces for industrial use only. 167 million ounces were used  for jewelry and 101.3 million ounces  were used in medals and coins which were probably increased in 2012 because of the Olympics. Silver is used 1000 ounce bars for industrial use. There is about 1.25 billion ounces of silver in the entire world in 1000 bars. These bars are not just floating to be plucked out of thin air. They are often broken down for use in computers and solar panels and mirrors just to name a few.

    J P Morgan Chase was reported to be short 95 million ounces as of August 18, 2012. The 8 largest silver traders are short 40.9% of the entire COMEX future trading on a net basis. These contracts are in 1000 ounce bars. This will take over 100 trading days for them to cover(buy back) their shorts sales. This could be the straw that broke the camel’s back as far as inflation is concerned.

    When industrial users discover they might have a delivery problem they more than likely double order. This in itself will put added pressure on the shorts and send silver on a par with gold. There is three times more gold around than silver. If silver ever reached the price of gold, forget the Euro and everything else. Heaven Forbid!!!

    What one can do. Own silver  for cash only. NOW

    What the authorities must do  worldwide.

    Raise Interest rates NOW.

    Abolish margin rates NOW.

    Bring back the uptick rule NOW.

    Reinstate the usury laws NOW.

    Hire outside Law firms  that will sue or try violators ona contingency basis. There only fee will be a fee based upon a predetimined percentage of the judgement. If they loose – no fee.  This will give would be violators second thoughts of breaking laws.

This can also be done by posting factious offerings to scare away would be buyers causing the security to drop in value quickly. Then in a nano second it will buy back  the security. The difference in sale price and buy price is the profit. Using a million dollars on margin;  fractional change in price can be a tidy sum. It is estimated that 80 to 90% of all trades are  now HFT’s.

    The growing violence in Syria is strongly affecting the ethnic and religious elements in the country. This tension and upheaval raise concerns and worries among the Armenians in the country as well; for this reason, a portion of the Armenian population is seeking refuge in Armenia.

    The Armenian Ministry for the Diaspora has announced that there has been a visible increase in the number of Syrian Armenians filing an application for Armenian citizenship in 2012 and that so far, 4,000 applications for citizenship have been received. The current state of affairs in the city of Aleppo, historically a center of Armenian immigration, is one of the major concerns held by the Armenian authorities right now. It should also be noted that some Armenian groups have acted in favor of Bashar al-Assad’s regime so far. This is a huge handicap because the initial signs of the problems that will be exacerbated in the post-Assad era have become visible in the ongoing clashes where the Armenian people are subjected to violence by the opposition groups.
    Currently, the Armenian government is taking proper measures to facilitate the visa process for Syrian and Lebanese Armenians, to create proper infrastructure of education for the Armenians coming from foreign countries, to appoint teachers who would give lectures on Western Armenian to the newcomers and to ensure that flights become less expensive. Armenian authorities also note that the state is ready to deal with the problems of Syrian Armenians, including the acquisition of citizenship status and their settlement in the country.
    Sergey Minasyan from the Caucasian Institute in Yerevan notes that the post-Assad Syria will not serve Armenian interests, also adding that Syrian Armenians could be settled in Nagorno-Karabakh. Arguing that this would contribute to the economic development of the region, Minasyan wanted to stress other points. There are reasons for ignoring the problems that previously settled Armenians in the region encountered, including social adaptation and unemployment this time.
    First, it is extremely important to promote the flow of capital held by Armenians through recognition of the Syrian Armenians as proper citizens. In addition, there will emerge chances for the diaspora to extend help to these people; therefore, this will promote and improve the image of the diaspora. Funds have already been created for this purpose. For this reason, settlement of Syrian Armenians in Nagorno-Karabakh is a reasonable option for Yerevan.
    Second, the new political concept developed to improve ties between Armenia and the diaspora seeks to develop the relations and to preserve unity between Armenia, the diaspora and Nagorno-Karabakh despite all disagreements. To this end, the settlement of the Syrian Armenians in the region seems to be a great opportunity for Yerevan to achieve this goal. This has already been set at the Panarmenian Congress, convened to secure unity and integrity. Bold steps have been taken in recent years to integrate Nagorno-Karabakh with the world and to promote development in the region. Bako Shakyan, the leader of the so-called Nagorno-Karabakh administration, has met with representatives of the Iranian Armenian Society in the US, the Argentinean Armenian society members, the representatives of Dashnak Party on the American continent and some Armenian businessmen in Europe on political and economic matters concerning the region. The talks were fruitful; extensive investments have been made in Nagorno-Karabakh in such fields as mining and energy. Slovakia and the Czech Republic started construction of a huge hydroelectric plant in Nagorno-Karabakh. The opposition parties in Armenia including the Dashnak Party, as well as ruling parties, are eager to ensure that Nagorno-Karabakh is recognized as an independent state and that Azerbaijan is presented as an aggressor. To this end, the Armenian authorities used as propaganda the blacklisting by Azerbaijan of  deputies and academics from various countries visiting Nagorno-Karabakh.
    Third, there is eagerness to change the demographic outlook of Nagorno-Karabakh.
    In other words, by this change, Armenia seeks to acquire a stronger position in the probable future peace talks. From another perspective, however, this will be an attempt that will keep the issue unresolved. Even though some actors do not recognize the existence of two separate Armenian states and advocate the annexation of Nagorno-Karabakh by Armenia — and there are some disagreements between the politicians in Yerevan and in Karabakh — this matter needs to be considered in the long run. If it becomes successful in this, Yerevan will have secured strong solidarity between Armenians, and in that case, it can gain a stronger position in the Nagorno-Karabakh issue. Some experts hold that even though it seems unlikely, Armenia’s interest in this issue alone should be considered important.
    A new political move: Comparing Nagorno-Karabakh with Cyprus
    The Armenian authorities who are leading the way in the Karabakh issue note that they take Turkey as an example, arguing that economic development is much more important than military power. Armenia, which frequently stresses that it has liberated the Nagorno-Karabakh territories, also argues that Turkey needs to worry about the Cyprus issue rather than the Nagorno-Karabakh dispute. Shavars Kocharyan, the deputy foreign minister of Armenia, who reacted to Turkey’s criticism of the recently held elections in Karabakh also called on Turkey to stop teaching a lesson to Armenia. In fact, this approach is not new and will not be the last time because all Armenian politicians and experts use the Cyprus card against Turkey when it comes to the Nagorno-Karabakh issue.
    This is similar to the situation where Turkey was silenced due to its approaches vis-à-vis the regional conflicts. In international venues where Turkey was accused of committing genocide against Armenians, Turkey attempted to raise the issue of massacres in the Balkans. However, in each attempt, the Turkish authorities had to stop because of strong accusations. Our politicians and experts who experienced this frequently are displeased with this situation. Therefore, Turkey, instead of reiterating its conventional statements by which it declared it did not recognize the elections that it did not officially recognize, should be able to take alternate political, economic and cultural moves. This is possible through closer attention to regional developments and reshaping foreign policy. Otherwise, a Turkey that becomes hand-tied vis-à-vis diverse issues will have to deal with the risk of inability to promote its just causes in the eyes of the international community.

    “A GREEDY MAN BRINGS TROUBLE TO HIS FAMILY, BUT HE WHO HATES BRIBES WILL LIVE.” PROVERBS 15:27       When an industry is at the top or number one it has no place to go but down. This has been my observation for over 55 years. In the US Army it is called OJT (On the Job Training).  WE as citizens going into our local bank should be warned   WATCH OUT- THERE IS NO SUCH THING AS FREE LUNCH.

    Albert Einstein said man’s greatest invention is compound interest. Banks love it when they can put it to  use to an unsuspecting public.  Any funds one gets to work down the principal will find that it has expanded.  At some point one will not be able to pay that principal or off.

    A funny thing happen on the way to the bank. They did it to themselves. Easy credit will kill the goose every time. You see in order to gain more wealth , banks had to issue more debt in order to lend more.  GREED – it is a killer. Once one starts making and spending money; one needs more. It is at the very top that one takes chances in order to gain more. Usually these chances are at the detriment of us the average citizen trying to provide for a family.

    The names of Corzine, LIBOR, JP Morgan-Chase; Dimon and Weill mean little to the average citizen-until  they want to pay off debt. This is when the “Rule of 72” comes into play. It is very simple. Just divide the interest rate you are paying into 72.  Your answer is how many years the bank is doubling its money on you. So if you are paying an 8% mortgage for 30 years divided by 72 is every 9 years. To me that seems fair because you are using the banks money.  Credit cards can work on a monthly basis and now one is “going where no man has gone before”-STAR TREK. Once a debt is in outer space it is up to the courts (and the courts have to follow the law) the debtor is a pawn to spineless attorneys who seek a quick reward for returning a pittance to the lender. This is legal larceny and a USURY law supported by all nations would halt this practice and create more jobs and distribute more wealth over a wider area.

    Once a bank has you in their indebtedness you lose your freedom. The more debt you take on; the deeper the hole you are in. If you are a lawmaker, one should open their safe deposit boxes. IN the days of yesteryear, politicians would accept tax free municipal bonds, but today they have to be registered. Now one finds cash that has been unreported?

    So Nothing big can happen until elections are held, because it is more likely that the legislators involved with any kind of finances are on the take. So our votes are very important. We must elect enough new members that a group can control any committee. This has to be done in a bipartisan spirit.

    So to break up the banks in a meaningful term we must have a majority turnover in world wide elections.  WE must enforce a strong Usury Law for the protection of us all.

    When JP Morgan has outrageous short positions in Gold and Silver futures on the COMEX and the CFTC is powerless to enforce them against this giant bank. The CFTC entire budget is around $200-$300 million while JP Morgan could spend $5 billion defending their illegal position. When a giant bank can out maneuver their government of laws – the bank should be broken up rather quickly.

    My next chapters will have to do with the brokerage and financial management part of the break up.

See how the elegant, enlightened Hatay region of southern Turkey has been transformed into a thieves market overrun by these unsavory characters in the employ of lily-white America.

    These criminals are run out of a command and control bordello in Adana, probably inside Incirlik Air Base, itself an imperialist payback squeezed out of Turkey for failing to enter World War II. (See Wikpedia regarding the Second Cairo Conference in December 1943 for details.) The manager of this international catastrophe seems to be the head of the US Consulate in Adana, one Daria Darnell, a woman with little apparent experience in such bloody matters. But then Hillary Clinton had little experience in such matters and look at her.

    If, as Babel wrote, the road between Brest and Warsaw was built upon the bones of peasants, then it’s equally ironic that Incirlik Air Force Base arose on land stolen from “removed” Armenians by the then Ottoman government, abetted by subsequent Turkish governments. Court cases are currently being heard in the United States for ancestors of dispossessed Armenian landowners. If one wants to learn more about this original expropriation, i.e. theft, one can: (1) consult the references given at the end of this piece, (2) read Yaşar Kemal, particularly Ince Memet, and Kimsecik, and (3) read Karl Marx, Capital, Chapter 26, “The Secret of Primitive Accumulation.”

    Regarding the war crimes of the following parties and their agents, to wit: The United States of America, The Republic of Turkey, The Kingdom of Saudi Arabia and The State of Qatar, note the following applicable references:

    United Nations General Assembly Resolution 3314
    Defines the crime of aggression as “… the use of armed force by a State against the sovereignty, territorial integrity or political independence of another State…or in any other manner inconsistent with the Charter of the United Nations…”

    Nuremberg Tribunal Charter
    Principle VI: “The crimes hereinafter set out are punishable as crimes under international law:

    (a) Crimes against peace:
    Planning, preparation, initiation or waging of a war of aggression or a war in violation of international treaties;

    (b) War crimes: …murder, ill-treatment…of civilian population of or in occupied territory; murder orill-t eatment of prisoners of war,…plunder of public or private property, wanton destruction of cities, towns, or villages…

    (c) Crimes against humanity: Murder, extermination…and other inhuman acts done against any civilian population…when such acts are done…in execution of or in connection with any crime against peace or any war crime.”

    Geneva Conventions
    A) Protocol I, Article 75: “(1)…persons who are in the power of a Party to the conflict…shall be treated humanely in all circumstances…(2) The following acts are and shall remain prohibited…whether committed by civilian or by military agents: (a) violence to the life, health, or physical or mental well-being of persons…(b) outrages upon personal dignity, in particular humiliating and degrading treatment, enforced prostitution and any form of indecent assault…and threats to commit any of the foregoing acts.”

    B) Protocol I, Art. 51: “The civilian population…shall not be the object of attack. Acts or threats of violence the primary purpose of which is to spread terror among the civilian population are prohibited.” Art. 57: (parties shall) “do everything feasible to verify that the objectives to be attacked are neither civilians nor civilian objects…an attack shall be cancelled or suspended if it becomes apparent that the objective is not a military one…”

    The Nuremberg Principles, which define as a crime against peace, the “planning, preparation, initiation or waging of a war of aggression, or a war in violation of international treaties, agreements, or assurances, or participation in a common plan or conspiracy for accomplishment of any of the forgoing.”

    That America is financing and managing a massive campaign to destroy Syria is no secret. That the Turkish government is helping this criminal cause is no secret. That the current Turkish government’s unparalleled expertise in destruction (see my earlier writings) is being used to, first, destroy the economy of southern Turkey (probably out of stupid inadvertence), and second, to slavishly cater to any and all so-called American strategic interests is well and widely known. It is Hitlerian in its murderous scope and shamelessness. Seig heil, Obama! Seig heil, Erdoğan! The garbage being spewed that Saudi Arabia, that bastion of women’s rights, is bringing freedom to Syria are the ravings of lunatics, more particularly, shameless propagandists. And Qatar, a filthy rich Arab de facto protectorate of the United States, cowering under the US military presence, is desperate to protect its oil and gas.

    But more disgusting is that these gangsters are widely proclaimed as oh-so-pious Muslims. So they are no doubt well aware of their Koranic verses, in particular that “it is unlawful for a believer to kill another believer” (4:92). Of course they are doing just that, such is their shameless hypocrisy. Literally “whited sepulchres” (Jesus’ phrase for hypocrites (Matthew 23:27) in another holy book) they are all the political war whores of America who, if you believe the Koran, “shall burn in Hell forever. He shall incur the wrath of God, who will lay his curse upon him and prepare for him a mighty scourge (4:93).

    If there is any justice in this world may these gangsters hasten to it, so we may live long and peacefully.

    Over the past few years the attention of wide circles of international community, respected environmental organizations, experts of research centers in many countries engaged in studies of water management construction, riveted to the persistent efforts of Tajikistan on reanimation of the project on construction in the headwaters of Amu Darya of the complex of structures of Rogun Hydroelectric Power Plant (HPP) with the capacity of 3600 MW.

    Previously it has been repeatedly noted that the construction project of Rogun HPP carries significant and massive technological, social, environmental and socio-economic risks and dangers, which is why its implementation induces justified opposition and objection of respected International Organizations and eminent experts, as well as countries in downstream ofAmu Darya.

    It is primarily due to the following main factors. First of all, these include the technical project solutions for construction of Rogun HPP that do not meet current requirements and has been developed during the Soviet era, 35-40 years ago, with the distinctive feature of the period of pursuing gigantomania, and based on outdated standards, construction norms and rules that fall short of current requirements of ensuring the construction of hydraulic structures that are safe in all respects. This was repeatedly stated by the eminent professionals and experts.

    Large-scale problems and accidents encountered by the builders of large HPPs built in the last few decades (“Three Gorges” in China, “Sayano-Shushenskaya HPP” and “Boguchanskaya HPP” in Russian Federation, large HPPs in South America, etc.) led to a reasonable conclusion that the standards and requirements that apply at present to such hydro facilities have dramatically changed and this caused in many cases the revision, suspension or even rejection of projects on their construction.

    Besides, already during the engineering of Rogun HPP project Soviet specialist could not find adequate technical solutions for a number of major issues that remained unresolved. These include, in particular, measures to offset the inevitable effects of filtration and impact of a huge mass of water on a strong (more than100 metersthick) layer salt that lies at the base of the dam, as well as the high mobility of rock masses in the area of construction. Since then problems only worsened, as evidenced by the crash and complete destruction of a temporary bridged Rogun dam in 1993, as well as several other subsequent accidents.

    Secondly, the project incorporates the construction of the dam with unprecedented in the world practice height of335 metersin the rock mass with repeatedly confirmed seismicity of 9-10 points on the Richter scale.

    The construction site of Rogun HPP is situated in relatively newly formed mountain ranges of Vakhsh tectonic fault, an integral part of the chain of regional Southern Tian-Shan and Hissar-Kokshaalsk faults. The seismicity of these zones is the highest inCentral Asia, with the repeated cycles in the form of regular earthquakes up to 10 points. Such earthquakes, that occurred inTajikistanin the first half of last century, claimed in total the life of more than 100,000 people. It is suffice to recall the earthquake in 1911 of more than 9 points, which led to the formation of Usoy natural landslide dam andLakeSarezwith the capacity of 20 billion cubic meters of water.

    This region is entering the stage of high seismic activity. According to the U.S. Geological Survey, there are up to eight earthquakes recorded weekly in the Pamir-Hindi Kush mountain range, which includes the Rogun HPP construction cite. A strong earthquake occurs inTajikistanevery four year and devastating one – every 10-15 years. Based on data analysis, some experts predict that over the next ten years one should expect strong destructive earthquakes in this mountain range. This is also confirmed in research studies by seismologists, including Tajik scientists.

    In addition, construction of such a huge dam would require moving and disposing of 80 million cubic meters of soil, which, along with the 14 billion tons of water reservoir, will create additional pressure on the mountain. This will increase seismic vulnerability of the region, and one can surely predict that construction of the Rogun HPP will  increase frequency and intensity of earthquakes in this area.

    What would be the consequences of destruction of such a HPP caused by earthquake or human factor? Scientists and engineers estimate that dynamic pressure of 14 cubic kilometers of water trapped in the reservoir is capable to create giant waves – the so-called man-made tsunami – with more than100 metersin height, rushing down to theVakhshRiverat a speed as high as 500 km/per hour. It can completely destroy the Nurek dam, all other HPPs and hydro sites along the Vakhsh cascade and can flood the towns of Nurek, Sarban, Kurgantyube and Rumy. Moreover, while continuing its destructive movement, the flood wave would demolish dozens of towns and villages inTajikistan,UzbekistanandTurkmenistan, causing to incalculable consequences and death of many hundreds of thousands of lives.

    Thirdly, the Rogun HPP Project poses a long-term and irreversible threat to environment of the region as well as in the socio-economic sphere.

    Construction of a gigantic HPP would break delicate ecological balance in the region, having a devastating impact on water resource management and environmental situation. The formation of a water reservoir of 14 cubic kilometers will require a significant limitation of theVakhshRiverflow for at least 8-10 years, which will disrupt long-term water flow regulation in the region and increase water deficit up to a disastrously high level.

    The construction of the HPP would completely disrupt the structure of natural water flows by decreasing the water flow sharply during the growing season and increasing water feed in the autumn-winter period, which will result in severe water scarcity, drought in summer time, as well as disastrous winter floods for downstream state of theAmu Darya.

    A hydrological regime change of the Amu Darya River will also increase channel losses, which makes up to 15% in low-water period, accelerate the drying of downstream lakes and wetlands, emergence of new salt marshes and saline takyr surfaces, which would become major sources of salt transposition to adjacent farmlands, reducing soil fertility and crop yields on the ground. As a result, this will worsen environmental disaster of theAral Sea, which has a global impact.

    It will also completely destroy economic basis of production and the prevailing modus vivendi way of more than 10 million people living in the Amu Darya downstream oasis inUzbekistanandTurkmenistan, who will be doomed to drought, hunger, and eventual displacement.

    It is estimated that direct economic loss of the downstream countries, including Uzbekistan, resulting from the construction of Rogun HPP, make up more than $ 20 billion with no state willing to compensate. Additional economic and social problems will emerge as a result of forced displacement of people suffering from water shortage, causing sharp social instability to increase in the region.

    As a result, total economic damage from this project is unquantifiable, and how, in what currency and what numbers the suffer and misery of millions of people could be estimated?

    It is obvious that the construction of such dam contradicts not only to technical standards, economic logic, but also to the common sense, in general.

    Precisely these threats from construction of Rogun HPP station are causing legitimate concerns of the international community and wide range of international organizations, such as United Nations, International Commission on Large Dams, World Water Council, International Union for Protection of Nature, as well as members of the European Parliament, Parliaments of the United States, Belgium and other countries, scientific and research centers of Japan, USA, the Netherlands, South Korea and other states.

    As result of broad discussion of the problems associated with this project at various levels in the United Nations bodies, international scientific-practical forums and conferences, implemented over past few years, brought an understanding and clear formulation of principal position of the international community on necessity of carrying out of in-depth objective independent international expertise of this project.

    It should be noted that opinion of independent experts goes inline with the norms of the international law in the field of transboundary water resources management. A number of UN conventions, such as The United Nations Convention on the Protection and Use of Transboundary Watercourses and International Lakes of September 18, 1992; The 1997 United Nations Convention on the Law of the Uses of International Watercourses,  adopted by the UN General Assembly on May 21, 1997, are clearly defining the requirements for compulsory consideration of interests of all parties, located in zone of influence of transboundary water facilities, before taking decisions on elaboration of the projects associated with a transboundary effect.

    Moreover, The Convention on Environmental Impact Assessment in a Transboundary Context, which entered into force in 1997, envisages a full accounting of environmental consequences from construction of such facilities, and implementing of in-depth assessment of their impact with attraction of all interested parties.

    Taking into account the opinion of international organizations and structures, and on the basis of international law, the World Bank decided in 2010 to conduct an independent international expertise of the project of construction of Rogun hydro-power station and provided USD 20,0 million for its implementation. A number of European firms from France, Switzerland and other countries are involved in this studies and its completion is expected at the first quarter of 2013.

    In its turn, the government of Tajikistan took commitments in 2010 not to carry out construction works on Rogun hydro-power station’ site until the completion of independent technical, economic, social and environmental impact assessment from. At the same time Tajikistan pledged to the International Monetary Fund to stop campaign on forcible fund-raising from the population to finance the project of construction of Rogun hydro-power station.

    However, unfortunately, at the present time it must be noted that, regardless of its commitments to the World Bank and IMF, the Tajik side is continuing to implement its “idee fixe”, unilaterally grossly violating the achieved agreements to prevent construction works at Rogun hydro-power station.

    Numerous facts indicate that Tajikistan, in hidden from the international community, is carrying out behind closed doors a wide range of works on construction cite, which was started in the 1970s. At the present time massive construction works are being carried out on the site of Rogun HPP, its constructional drainage tunnels, turbine hall, quarries and other facilities of the station.

    Both, the Tajik authorities have been actively attracting foreign contractors (fromRussia,Ukraineand other countries) to carry out works on designing the Rogun HPP facilities.

    At the same time the Tajik side has been making contracts for supplies of equipment, components and materials needed for launching the first phase of the plant. Particularly, so far the equipment for launching the first power unit has been procured, produced and delivered. Shortly production of equipment for the second unit is to be finished and preparation for delivery is underway.

    Along with allocation of significant budget funds for the last several years (more than USD 200 million annually), Tajikistan in violation of its obligations before the IMF has lately enhanced the compulsory sale of Rogun shares to the population despite harsh financial conditions of majority of people in the country.

    All these actions are taken under enormous pressure of the Tajik leadership who recently claimed “that who against Rogun project is the enemy of the Tajik nation”.

    Natural question arises – what is final objective of the construction or Rogun HPP, why despite numerous objections and violating all norm of international law,Tajikistanhas been trying to complete in accelerated paces the first stage of the plant?

    The answer is clear – their final objective is to complete the  first stage of the plant and put the World Bank and the entire international community in front of the fait accompli and thus legalize that which is actively opposed by the expert community and international structures.

    Distorting the real situation, misleading and hiding the real works from the world community, the Tajik side has been trying to win time and finish the started works, to cross the line of no return when international experts will have to put up with the fait accompli of completed Rogun HPP.

    At the same time the Tajik side through the controlled media and experts on payroll has been irresponsibly speculating, completely distorting facts and arguments of international experts, manipulating figures with a view to convince the people of Tajikistan that there is no alternative to the construction of Rogun HPP.

    Thereby they have been trying to distort the real state of affairs and use all possible and impossible means to accomplish their goal which is construction of the Rogun HPP while ignoring all catastrophic risks and dangers which this project may entail.

    One should stress that many of international experts and neighboring countries of Tajikistan located in the lower reach of the Amudarya river have been proposing a reasonable alternative which might address the problem of  a reliable power supply to Tajikistan at a significantly less cost and time not creating a large-scale man-made, ecologic, social and economic threats for both Tajikistan and its neighbors. That alternative is the construction of a number of small scale hydropower plants. Considering this alternative has been one of the most important directions of the World Bank activities.

    Following conclusions can be made from the aforesaid:

    First. It is not normal when the Tajik side has been continuing the construction of the Rogun HPP ignoring numerous warnings and recommendations of international experts and specialists gravely violating its commitments on suspending all civil works until the completion of the World Bank expert examination.

    Second. The policy adopted and pursued by the Tajik and which is based on covert continuation of the construction of the Rogun HPP may entail the gravest and unpredictable consequences impossible to mitigate. It cannot be ignored.
