    Berman Letter Condemning Armenian Genocide Denial

    Washington, DC Howard L. Berman (D-CA), chairman of the House Foreign Affairs Committee, this week sent a strongly-worded letter to his House colleagues rejecting what he called a “morally-blind” argument denying the indisputable historical evidence of the Armenian Genocide.
    Here is the text of the letter:
    Dear Colleague,
    As you may be aware, members of the Turkey caucus are circulating a sign-on letter to Speaker Pelosi urging that the Armenian Genocide Resolution (H. Res. 252), recently passed by the Foreign Affairs Committee, not be brought to the full House for a vote.  The authors argue that passage of the bill by the House would do “irrevocable harm” to U.S. national security, “derail ongoing efforts” by Armenia and Turkey to normalize relations, and harm the U.S. economy by putting American exports to and investment in Turkey at risk.
    I disagree with many points in the letter, but I take particularly strong exception to the use of the phrase “so-called ‘Armenian Genocide Resolution’”, which casts doubt on the historicity of the Armenian Genocide.  In doing so, it flies in the face of the overwhelming weight of unimpeachable historical evidence and the virtually unanimous opinion of genocide scholars. In fact, the man who coined the term “genocide,” Rafael Lemkin, considered the World War I-era massacres of the Armenians to constitute genocide, and he cited that genocide as the event that triggered his interest in genocide.
    I also reject the various national-security arguments cited by opponents of the Armenian Genocide resolution. I believe that US-Turkish security relations are founded on mutual interests and that Turkey is not about to discard the immense benefits it derives from bilateral security relations for the sake of “punishing” the US for a non-binding resolution, however much it may resent that resolution.  For example, would Turkey risk losing real-time intelligence on PKK movements in northern Iraq?  Highly doubtful. Moreover, the history of Turkish responses to acknowledgement of the Armenian Genocide by other governments and parliaments suggests that negative fall-out would be limited and short-lived, at most.
    In addition, I dispute the argument that passing H. Res. 252 would derail the Turkish-Armenian protocols.  The protocols have been gathering dust in the Turkish parliament since they were signed in October, and particularly in light of the preconditions established by the Turkish leadership, there is little likelihood that they will be ratified any time soon.
    Finally, I take issue with the assertion that passing the resolution would harm the U.S. economy.  It strains credulity to believe that Turkey would reject U.S. investment and stop buying all U.S. products in the event that the House adopted H. Res. 252.  In a more general sense, I am deeply disturbed by this morally-blind line of argument, as it could be used to justify inaction on any number of human rights issues around the world.
    Although I don’t accept the arguments of those who anticipate potential harm to U.S. national security should the House pass the Armenian Genocide Resolution, I respect those arguments. What I can neither accept nor respect is any claim, direct or implied, that one of the greatest crimes of modern history did not happen.

    California Governor Arnold Schwarzenegger has proclaimed the week of
    April 19th through April 26th as “Days of Remembrance of the Armenian
    Genocide.” Please feel free to share this information and use it in
    your annual commemorations and remembrances.

    PROCLAMATION

    It is important to remember the horrors of the past in order to keep
    history from repeating itself. The Armenian Genocide was a terrible
    breach of human rights and an event that has outraged the world.
    Between 1915 and 1923, 1.5 million innocent Armenians lost their lives
    at the hands of the Ottoman Empire, and 500,000 more were forced from
    their homeland.

    The atrocities carried out against the Armenian people were grave and
    unimaginable, as they were subjected to deportation, abduction,
    torture, starvation and more. And as with any violent conflict,
    Armenian women and children suffered the worst abuses. The bulk of
    the Armenian population that was displaced from their homes was forced
    to escape to neighboring as well as faraway countries. Many fled to
    the United States.

    Today, California is honored to be home to a vibrant Armenian-American
    population, the largest outside the Republic of Armenia. This
    thriving community is a proud reminder of survival and determination
    even in the face of extreme injustice.

    As Americans and Californians, it is our duty to raise awareness of
    the Armenian Genocide and to participate in the remembrance and
    mourning of the loss of innocent lives.

    NOW, THEREFORE, I, ARNOLD SCHWARZENEGGER, Governor of the State of
    California, do hereby proclaim April 19-26, 2010, as “Days of
    Remembrance of the Armenian Genocide.”

    IN WITNESS WHEREOF, I have hereunto set my hand and caused the Great
    Seal of the State of California to be affixed this 8th day of April
    2010.

    Leading Armenian civic, religious and social service organizations
    called on Armenian President Serzh Sarkisian to urge President Barack
    Obama to honor his pledge to recognize the Armenian Genocide and stand
    strong against Turkish Government efforts to use the Turkey-Armenia
    Protocols to block international genocide affirmation efforts.

    The April 9 letter cited the Armenian American community’s efforts
    to secure U.S. reaffirmation of the Armenian Genocide, including the
    recent House Foreign Affairs Committee consideration of the Armenian
    Genocide Resolution (H.Res.252), which passed with a vote of 23-22,
    despite strong opposition from the Turkish Government and the Obama
    Administration. The letter noted broad-based community concern
    regarding the use of the Turkey-Armenia Protocols by resolution
    opponents, urging a “united front” by Diasporan Armenians and the
    Armenian people and State against such efforts to undermine the
    historic rights of the Armenian Nation.

    The letter goes on to urge President Sargsyan to stand strong by his
    own words against the misuse of a so-called “historical commission”
    to call into question the Armenian Genocide and to continue calls to
    President Obama and international leaders to recognize the Armenian
    Genocide. The signatories also called on the Armenian President to
    announce that the Turkey-Armenia Protocol discussions cannot continue
    “given Turkey’s unconstructive and adversarial policy” throughout
    the process.

    We present the complete text of the letter below:

    As one of the Armenian diaspora’s largest and most organized
    communities, Armenian-Americans for decades have been carrying the
    torch of Armenian Genocide recognition and the restoration of our
    historical rights.

    As you well know, one of the latest successes of this long struggle
    was the passage of the Genocide Resolution in the US House Foreign
    Affairs Committee. This was not an easy victory. Many congressmen
    used the excuse of not jeopardizing the Armeno-Turkish reconciliation
    process to escape from supporting this resolution.

    It is imperative that the Armenian people – of Diaspora and Homeland –
    along with the government, present a common front when facing such
    destructive obstacles in our path of internationalizing Armenian
    Genocide recognition, which will only serve to restore our rights.

    On April 12-13, 2010, you will be present at the Nuclear Security
    Summit to be held in Washington, DC.

    We therefore call on you, Honorable President, to bolster the hard
    work of Armenian-Americans by using this opportunity to publicly
    appreciate the passage of House Res. 252, and the Congressmen who
    voted for its passage; you will thereby send a message to the whole
    world by emphasizing the importance of internationalizatio

    n of Armenian
    Genocide recognition, based on the following principles:

    1 – The intergovernmental commission called for in the protocols,
    designed to promote “historical cannot question the historical fact
    of the Armenian Genocide. Quoting from your remarks in the April 4,
    2010 issue of Der Spiegel:

    “The creation of such a commission will undermine the historical facts
    of the Armenian Genocide. That is unacceptable for us. The creation
    of such a commission would only have a meaning if Turkey confessed
    to its crime. At that point, scientists could analyze the reasons
    for this horror.”

    2 – The dialogue between Armenia and Turkey and the signed protocols
    cannot be used as an excuse to derail the Armenian Genocide recognition
    process. Quoting from your remarks in Der Zor on March 24, 2010:
    “We do not accept the usage of Armeno-Turkish rapprochement as an
    excuse to escape from the recognition of the Genocide.”

    3 – Call on the US President and the international community to
    officially recognize the Armenian Genocide. As you have said, “America,
    Europe, Germany, and all other governments that are involved in the
    Armeno-Turkish reconciliation process should announce their position
    publicly. If all these governments had recognized the Genocide,
    Turks would not make such pronouncements.”

    4 – And finally, we hope and expect – considering the hardening and
    threatening posture of Turkey – that while in Washington, you will
    announce that the process between Armenia and Turkey that has begun
    with these signed protocols cannot continue because of Turkey’s
    destructive and antagonistic posture.

    We are certain that our plea will be echoed. We believe that, as
    Armenia’s President, following Der Zor and Yerevan, you will continue
    to call for justice in memory of the victims, in Washington also.

    Armenian-Americans, with our aim of strengthening our nation, will
    continue our efforts to preserve our homeland’s national security and
    future prosperity. It is our expectation that the President of Armenia
    and the Armenian government stand with the Diaspora by utilizing
    your government’s powers in the effort toward the recognition of the
    Armenian Genocide and the just resolution our cause.

    We look forward to your public appearances.

    Federation of Turkish Associations in Britain (ITDF) and
    representatives Turkish Forum of Great Britain have demanded the
    directorate of the London-based Tate Modern arts museum that the term
    “genocide” be excluded from the brochures and DVDs of the famous
    Armenian-American artists and a Genocide survivor Arshile Gorky.

    “We have required that the notes over the 1915 events be changed. We
    were told that some appendices would be attached to those brochures
    saying that those assertions are disputable. But we are not satisfied
    with it … This whole exhibit pursues a propaganda objective,” ITDF
    Coordinator Servet Hasan was quoted by the Turkish local daily
    Cumhuriyet as saying. He also added that the Tate Modern arts museum
    has promised to turn to the Foreign Ministry over the issue.

    “The Director of the Exhibit Vicenti Todori told us that they had sent
    a letter to the Great Britain’s authorities over the issue. He also
    said that it was mentioned in the response letter that the authorities
    of the Great Britain do not acknowledge those assertions and consider
    the 1915 events as “events that took place during wartime’,” said
    Servet Hasan.

    The exhibit of Arshile Gorky has opened in February 2010 and will last
    till May 3.
