Embassy of the State of Palestine in Azerbaijan Nasser Abdel Kareem commented Palestinian position regarding The Guds and status of city solution in  Israel-Palestine conflict within international law.

     

     

    -What does Guds mean for Palestinian?

     

    -Jerusalem(Al-Quds), through history has been the hub and the nerve center of the Palestinian religious, cultural, social, economic and political life. The indigenous Palestinian people have been residing in the city since millennia. So as you could imagine, Al-Quds is indispensible for the Palestinians.

     

    -What official status does Ramallah accept for Guds?

     

    – The Palestinian people by all their persuasions alongside the Palestinian leadership consider East-Jerusalem (Al-Quds) as their rightly eternal Capital, in accordance with international law and UN resolutions.

     

    -Is  factor regarding status of Guds intended in independence issue of Palestine by UN?

     

    – All UN resolutions regard East-Jerusalem as an occupied Palestinian territory, occupied byIsraelin1967 with the rest of the Palestinian territories (West Bank andGaza). Al-Quds is an integral part ofPalestine’s organic fabric; hence there can be no real independence ofPalestinewithout it, just like you can’t have a functioning body without its head.

    -The Guds subject and celebration of the `Quds Day` is used by Islamic countries for politically tool.

     

    – We welcome any activity that highlights the importance of Al-Quds whether for the 1.5 billion Muslims and the followers of all the monotheistic religions, but above all the challenges the indigenous Palestinian inhabitants of the city have to endure facing the capriciously unlawful measures thrown at them constantly by the Israeli occupation authorities, and to encourage providing support to the Palestinian civil foundations and industry as means of propping the steadfastness of our people in the holy city. As well as underlining the importance of its deliverance from this occupation for peace in our region and world peace.

    Do Azerbaijan and Palestine support each-other in their own conflicts?

     

    -PalestineandAzerbaijansupport each other calls for the resolution of their own conflicts by peaceful means through the implementation of the pertinent UN resolutions and international law, and by applying the provisions of these resolutions fairly and transparently, devoid of any prejudice and double standards. The World body has to stop dissecting and reassembling UN resolutions case by case,   there has to be one law and one standard that fit all.

    Since 1982 every last Friday of Ramadan, in the initiative of the leader of the Islamic Revolution of Iran Imam Khomeini, “Quds Day” has been marked in a tribute to the solidarity with the Palestinian people.  This year it was marked on the 17th of August.

     

    According to wills of Imam Khomeini, spread of Islamic values is noted as one of the leading lines of the foreign policy of the Islamic Republic of Iran. “Quds Day”, as one of the wings of the spread of this policy, is of particular importance.

    Over the past 30 years, the collapse of the Soviet Union and political change in the Arab world have expanded the geography of the “Quds Day” as a branch of the policy of exporting the Islamic revolution and its ideology.

    The purpose of marking the “Quds Day” is to attract world attention to the occupied territories, includingPalestine. Loss of 20% of Azerbaijani territory, including Nagorno-Karabakh as a result of the war withArmeniaandAzerbaijan, also joined the list of states whose territories are under occupation.

    In recent years, the reason of activity of “Quds Day” is connected with the coming to power of Islamist forces in some Arab countries.

    OfficialTehran, using the favorable situation created by the so-called “Arab spring” to expand its influence in the region, expanded the range of “Quds Day”.Iranimprovises  the liberation of Muslims from tyrannical regimes, by expanding geographic scope of their mission as a protector of the Muslims and thereby trying to regain the Muslim world.

    “Arab Spring” changed the views regarding Nagorno-Karabakh conflict in the West as well as in the East. Statement by the Deputy Minister of Foreign Affairs of Saudi Arabia Prince Khalid bin Saud bin Khalid, “the need in this stage to increase pressure of the international community on Armenia in order to resolve the Nagorno-Karabakh conflict,” confirms this position.

    Latest statement by supreme spiritual leader of Islamic Republic of Iran Ali Khamenei also draws attention in this regard: “Karabakh is Islamic land …. The Iranian parliament will support the fact that Karabakh belongs to Islam,Azerbaijan.

    With the elections in Nagorno Karabakh there are attempts to neglect the facts that these lands’ belong to Azerbaijan and Islam. No matter how much time has passed the reality that Karabakh is Islamic land will not be forgotten. Karabakh will be released by the Muslim Azerbaijanis.”

    Increase of reputation of Azerbaijanin the Middle East created good condition for leading Arabic countries andIran, along withIsrael, to take advantage of the situation.

    In order to attract the interest, Azerbaijanfirst of all needs to advance effective suggestions and support.

    Iranplan, within the framework of the “Qods Day”, to bring to the agenda the issue with respect to the liberation of occupied Azerbaijani territories byArmenia, including the Nagorno-Karabakh and to bring this conflict to the attention of the world Muslim community. The above statement by Ali Khamenei in connection with the Nagorno-Karabakh should also be seen on this plane.

    Official Baku recognizes independence of Palestineand supports the idea of partition of Palestine Qodsi on the western and eastern parts. Azerbaijanshall take advantage of imposition of the Nagorno-Karabakh conflict on account of the Islamic world along with the status of Gods.

    The processes in the Arab world, a tough fight of the regional states and world powers for the division of spheres of influence and control on the Middle East, creates condition for causing the conflict out of control in the Caucasus, including conflict between Armenia and Azerbaijan. Violation of the last months of ceasefire by the Armenian side and the loss of our soldiers endangers the resumption of hostilities frontal zone, with difficulty repressed for 20 years. Taking into account the impacts of the Armenian communities of the Arab countries by the Armenian lobby in the policies of these countries, in the event of renewed hostilities on the Armenian-Azerbaijani front, position of the Islamic world towards the Nagorno-Karabakh issue will be of great importance forAzerbaijan.

    Under such circumstances,Azerbaijanis interested in delivering the Nagorno-Karabakh conflict through the Islamic world to the attention of world public opinion.

    Syria’s shooting down Turkish jet over Mediterranean Sea and Syria’s invasion of Turkey’s air space in its response may enable us to suppose that it may lead serious pressure in the region. Analyses of the situation show that great powers and regional powers observe the situation not over Syria, but also there is struggle for the Mediterranean Sea.

     

    Late reaction of theUSto the incident, restrained behavior of officialAnkaraand parties’ waiting for behavior of other party under the present circumstances is the sign that either there is confidential agreement within NATO or it is the attempts of provocation ofTurkey.

     

    AlthoughAnkaradenies that Turkish F4 phantom jet was shot down over Syrian territorial waters, it admits that they were shooting photos consequently confirming its intentional occurrence near the bodies ofSyriawhich received war threads.

     

    According to Israeli open source military intelligence website DEBKAfile, Turkey’s military jets commit daily espionage flights over the Syrian’s water. Syria’s www.dampress.net resources says that on the incident day two jets were flying over the Syrian territorial waters one of which left the territory following shooting down another’s. There is also contradictory thoughts weather the jets were belonging toIsrael orTurkey.

     

    The point is that in spite of political tension betweenTurkeyandIsrael, there is also news that intelligence bodies of these countries share news with each other and even there are bases of Mossad in the territories of Turkey to control Iran and Syria. Reports of the Southern Cyprus media that Israel and Turkey plan to carry out military drill in the territorial waters of the Southern Cyprus are another sign that Tel-Aviv and Ankara are together in behind-the-scenes agreements.

     

    In these days Deputy Prime Minister of Israel Shaul Mofaz admitting that Turkey is the regional power highlighted the importance of having strategic relations betweenTurkeyandIsraelwhich is a sign that relations between Tel-Aviv and Ankara should be normalized over the Syrian issue.

     

    Participation of Russia, China, Iran and Syria in the military drills with 90,000 troops, 400 jets and 900 tanks (initially there were reported that Russian navy entered Syrian territorial waters and there are military bases in the Mediterranean of NATO and basin countries) and existence of big military power in the region which worry the US, Israel and Turkey that is also natural.

    The reason of current tension withSyria, generally, one of reasons of “Arab Spring” is reconsideration of impact circle over the Mediterranean Sea.

    In this case, it is more important who will keepSyriaunder its impact following possible governmental changes inDamascus. The reason whyRussiais against any military operation to overthrow Bashar Assad government is not the intention of Moscowto preserve the present regime, but the real reason is that the person to replace Assad will not support Moscow’s interest.

     

    According to Russian officials, they had agreed for Libyan operation only as the West promised to impose no-fly-zone over Libya ply more serious policy in relation toSyria.

     

    Meanwhile, Russian president Vladimir Putin in his visit to Tel-Aviv discussingIranand Syrian conflict will try to find out the position of Israel, which is influential state in the region, however having safety thread following Arab Spring. Besides Russian president will try to clarify which position Israel will keep in these processes and project future steps.

    Another important issue is that Syrian opposition was indifferent to shoot down of  Turkish jet and failed to take advantage of the situation. Silence of  Syrian opposition formed in the territoryof  Turkey and being provided with financial and military support by the West is natural, otherwise manipulators behind the curtain would have to appear.

     

    However,Turkey is not expected to start military operation against Syria or NATO to discuss the article 4 of the North Atlantic Treaty Organization intending defense in case of military aggression against any member state. Once when Turkey deployed military force to the Cyprus, NATO had to exclude temporarily these two member states –Turkey and Greece as there was military tension between them.

     

    Turkey doesn’t need such provocation to deploy military force toSyriaand in case of necessity official Ankara has repeatedly carried out military operation within the territories of neighbor countries during pursuit of PKK terrorists.

     

    It is interesting that in Geneva during the meeting dedicated to Syria there was no clear note with regard to Bashar Assad’s leaving the power and clause on arm sale to the conflicting parties inSyria.

     

    As neither Russia, nor the US intend to begin open war, the situation will make the West delay the military operations in Syria. Consequently, Russia will support Bashar Assad, while the US the opposition as it was during 80th inAfghanistan which will lead the country to long civil war. If Assad has to leave the power, then Kremlin and White House will do its best to bring to power the one who is close to them.

    Once again on the issue of construction of Rogun Hydroelectric Power Plant

    Over the past few years the attention of wide circles of international community, respected environmental organizations, experts of research centers in many countries engaged in studies of water management construction, riveted to the persistent efforts of Tajikistan on reanimation of the project on construction in the headwaters of Amu Darya of the complex of structures of Rogun Hydroelectric Power Plant (HPP) with the capacity of 3600 MW.

    Previously it has been repeatedly noted that the construction project of Rogun HPP carries significant and massive technological, social, environmental and socio-economic risks and dangers, which is why its implementation induces justified opposition and objection of respected International Organizations and eminent experts, as well as countries in downstream ofAmu Darya.

    It is primarily due to the following main factors. First of all, these include the technical project solutions for construction of Rogun HPP that do not meet current requirements and has been developed during the Soviet era, 35-40 years ago, with the distinctive feature of the period of pursuing gigantomania, and based on outdated standards, construction norms and rules that fall short of current requirements of ensuring the construction of hydraulic structures that are safe in all respects. This was repeatedly stated by the eminent professionals and experts.

    Large-scale problems and accidents encountered by the builders of large HPPs built in the last few decades (“Three Gorges” in China, “Sayano-Shushenskaya HPP” and “Boguchanskaya HPP” in Russian Federation, large HPPs in South America, etc.) led to a reasonable conclusion that the standards and requirements that apply at present to such hydro facilities have dramatically changed and this caused in many cases the revision, suspension or even rejection of projects on their construction.

    Besides, already during the engineering of Rogun HPP project Soviet specialist could not find adequate technical solutions for a number of major issues that remained unresolved. These include, in particular, measures to offset the inevitable effects of filtration and impact of a huge mass of water on a strong (more than100 metersthick) layer salt that lies at the base of the dam, as well as the high mobility of rock masses in the area of construction. Since then problems only worsened, as evidenced by the crash and complete destruction of a temporary bridged Rogun dam in 1993, as well as several other subsequent accidents.

    Secondly, the project incorporates the construction of the dam with unprecedented in the world practice height of335 metersin the rock mass with repeatedly confirmed seismicity of 9-10 points on the Richter scale.

    The construction site of Rogun HPP is situated in relatively newly formed mountain ranges of Vakhsh tectonic fault, an integral part of the chain of regional Southern Tian-Shan and Hissar-Kokshaalsk faults. The seismicity of these zones is the highest inCentral Asia, with the repeated cycles in the form of regular earthquakes up to 10 points. Such earthquakes, that occurred inTajikistanin the first half of last century, claimed in total the life of more than 100,000 people. It is suffice to recall the earthquake in 1911 of more than 9 points, which led to the formation of Usoy natural landslide dam andLakeSarezwith the capacity of 20 billion cubic meters of water.

    This region is entering the stage of high seismic activity. According to the U.S. Geological Survey, there are up to eight earthquakes recorded weekly in the Pamir-Hindi Kush mountain range, which includes the Rogun HPP construction cite. A strong earthquake occurs inTajikistanevery four year and devastating one – every 10-15 years. Based on data analysis, some experts predict that over the next ten years one should expect strong destructive earthquakes in this mountain range. This is also confirmed in research studies by seismologists, including Tajik scientists.

    In addition, construction of such a huge dam would require moving and disposing of 80 million cubic meters of soil, which, along with the 14 billion tons of water reservoir, will create additional pressure on the mountain. This will increase seismic vulnerability of the region, and one can surely predict that construction of the Rogun HPP will  increase frequency and intensity of earthquakes in this area.

    What would be the consequences of destruction of such a HPP caused by earthquake or human factor? Scientists and engineers estimate that dynamic pressure of 14 cubic kilometers of water trapped in the reservoir is capable to create giant waves – the so-called man-made tsunami – with more than100 metersin height, rushing down to theVakhshRiverat a speed as high as 500 km/per hour. It can completely destroy the Nurek dam, all other HPPs and hydro sites along the Vakhsh cascade and can flood the towns of Nurek, Sarban, Kurgantyube and Rumy. Moreover, while continuing its destructive movement, the flood wave would demolish dozens of towns and villages inTajikistan,UzbekistanandTurkmenistan, causing to incalculable consequences and death of many hundreds of thousands of lives.

    Thirdly, the Rogun HPP Project poses a long-term and irreversible threat to environment of the region as well as in the socio-economic sphere.

    Construction of a gigantic HPP would break delicate ecological balance in the region, having a devastating impact on water resource management and environmental situation. The formation of a water reservoir of 14 cubic kilometers will require a significant limitation of theVakhshRiverflow for at least 8-10 years, which will disrupt long-term water flow regulation in the region and increase water deficit up to a disastrously high level.

    The construction of the HPP would completely disrupt the structure of natural water flows by decreasing the water flow sharply during the growing season and increasing water feed in the autumn-winter period, which will result in severe water scarcity, drought in summer time, as well as disastrous winter floods for downstream state of theAmu Darya.

    A hydrological regime change of the Amu Darya River will also increase channel losses, which makes up to 15% in low-water period, accelerate the drying of downstream lakes and wetlands, emergence of new salt marshes and saline takyr surfaces, which would become major sources of salt transposition to adjacent farmlands, reducing soil fertility and crop yields on the ground. As a result, this will worsen environmental disaster of theAral Sea, which has a global impact.

    It will also completely destroy economic basis of production and the prevailing modus vivendi way of more than 10 million people living in the Amu Darya downstream oasis inUzbekistanandTurkmenistan, who will be doomed to drought, hunger, and eventual displacement.

    It is estimated that direct economic loss of the downstream countries, including Uzbekistan, resulting from the construction of Rogun HPP, make up more than $ 20 billion with no state willing to compensate. Additional economic and social problems will emerge as a result of forced displacement of people suffering from water shortage, causing sharp social instability to increase in the region.

    As a result, total economic damage from this project is unquantifiable, and how, in what currency and what numbers the suffer and misery of millions of people could be estimated?

    It is obvious that the construction of such dam contradicts not only to technical standards, economic logic, but also to the common sense, in general.

    Precisely these threats from construction of Rogun HPP station are causing legitimate concerns of the international community and wide range of international organizations, such as United Nations, International Commission on Large Dams, World Water Council, International Union for Protection of Nature, as well as members of the European Parliament, Parliaments of the United States, Belgium and other countries, scientific and research centers of Japan, USA, the Netherlands, South Korea and other states.

    As result of broad discussion of the problems associated with this project at various levels in the United Nations bodies, international scientific-practical forums and conferences, implemented over past few years, brought an understanding and clear formulation of principal position of the international community on necessity of carrying out of in-depth objective independent international expertise of this project.

    It should be noted that opinion of independent experts goes inline with the norms of the international law in the field of transboundary water resources management. A number of UN conventions, such as The United Nations Convention on the Protection and Use of Transboundary Watercourses and International Lakes of September 18, 1992; The 1997 United Nations Convention on the Law of the Uses of International Watercourses,  adopted by the UN General Assembly on May 21, 1997, are clearly defining the requirements for compulsory consideration of interests of all parties, located in zone of influence of transboundary water facilities, before taking decisions on elaboration of the projects associated with a transboundary effect.

    Moreover, The Convention on Environmental Impact Assessment in a Transboundary Context, which entered into force in 1997, envisages a full accounting of environmental consequences from construction of such facilities, and implementing of in-depth assessment of their impact with attraction of all interested parties.

    Taking into account the opinion of international organizations and structures, and on the basis of international law, the World Bank decided in 2010 to conduct an independent international expertise of the project of construction of Rogun hydro-power station and provided USD 20,0 million for its implementation. A number of European firms from France, Switzerland and other countries are involved in this studies and its completion is expected at the first quarter of 2013.

    In its turn, the government of Tajikistan took commitments in 2010 not to carry out construction works on Rogun hydro-power station’ site until the completion of independent technical, economic, social and environmental impact assessment from. At the same time Tajikistan pledged to the International Monetary Fund to stop campaign on forcible fund-raising from the population to finance the project of construction of Rogun hydro-power station.

    However, unfortunately, at the present time it must be noted that, regardless of its commitments to the World Bank and IMF, the Tajik side is continuing to implement its “idee fixe”, unilaterally grossly violating the achieved agreements to prevent construction works at Rogun hydro-power station.

    Numerous facts indicate that Tajikistan, in hidden from the international community, is carrying out behind closed doors a wide range of works on construction cite, which was started in the 1970s. At the present time massive construction works are being carried out on the site of Rogun HPP, its constructional drainage tunnels, turbine hall, quarries and other facilities of the station.

    Both, the Tajik authorities have been actively attracting foreign contractors (fromRussia,Ukraineand other countries) to carry out works on designing the Rogun HPP facilities.

    At the same time the Tajik side has been making contracts for supplies of equipment, components and materials needed for launching the first phase of the plant. Particularly, so far the equipment for launching the first power unit has been procured, produced and delivered. Shortly production of equipment for the second unit is to be finished and preparation for delivery is underway.

    Along with allocation of significant budget funds for the last several years (more than USD 200 million annually), Tajikistan in violation of its obligations before the IMF has lately enhanced the compulsory sale of Rogun shares to the population despite harsh financial conditions of majority of people in the country.

    All these actions are taken under enormous pressure of the Tajik leadership who recently claimed “that who against Rogun project is the enemy of the Tajik nation”.

    Natural question arises – what is final objective of the construction or Rogun HPP, why despite numerous objections and violating all norm of international law,Tajikistanhas been trying to complete in accelerated paces the first stage of the plant?

    The answer is clear – their final objective is to complete the  first stage of the plant and put the World Bank and the entire international community in front of the fait accompli and thus legalize that which is actively opposed by the expert community and international structures.

    Distorting the real situation, misleading and hiding the real works from the world community, the Tajik side has been trying to win time and finish the started works, to cross the line of no return when international experts will have to put up with the fait accompli of completed Rogun HPP.

    At the same time the Tajik side through the controlled media and experts on payroll has been irresponsibly speculating, completely distorting facts and arguments of international experts, manipulating figures with a view to convince the people of Tajikistan that there is no alternative to the construction of Rogun HPP.

    Thereby they have been trying to distort the real state of affairs and use all possible and impossible means to accomplish their goal which is construction of the Rogun HPP while ignoring all catastrophic risks and dangers which this project may entail.

    One should stress that many of international experts and neighboring countries of Tajikistan located in the lower reach of the Amudarya river have been proposing a reasonable alternative which might address the problem of  a reliable power supply to Tajikistan at a significantly less cost and time not creating a large-scale man-made, ecologic, social and economic threats for both Tajikistan and its neighbors. That alternative is the construction of a number of small scale hydropower plants. Considering this alternative has been one of the most important directions of the World Bank activities.

    Following conclusions can be made from the aforesaid:

    First. It is not normal when the Tajik side has been continuing the construction of the Rogun HPP ignoring numerous warnings and recommendations of international experts and specialists gravely violating its commitments on suspending all civil works until the completion of the World Bank expert examination.

    Second. The policy adopted and pursued by the Tajik and which is based on covert continuation of the construction of the Rogun HPP may entail the gravest and unpredictable consequences impossible to mitigate. It cannot be ignored.

    Foreign Ministry spokesman of Iran Ramin Mehmanparast has recently expressed his concern over the possibilities of provision a shelter in Azerbaijan to anti-Islamic regime People’s Mujahedin of Iran (MEK) by the US and Israel.

     

    Mehmanparast, at the same time, has warned that neighbors should take into account sensitiveness of this issue toIran; otherwise Tehran’s response will be severe. Statement is not by chance.

     

    It is another proof thatTehrantries to take preventive measures asIran’s statement is based on possibilities rather than true facts since West andIsraeluse Southern Azerbaijan national issue and internal and external anti-Iran regime in order to cause disorder inIran.

     

     

    MEK’s survival began from 2009 when MEK was removed from the EU list of terrorist group.  Besides between 2005-2009 MEK trained in the US military bases.

     

    In April a group of American politicians asked for removal of MEK from the list of terrorist group. Such progress of the events enables us to believe that the offer will be accepted by the White House:

     

    «OfficialTehranis concerned about MEK. This organization was established by Shah Pehlevi as a close power to him. As the organization was established on basis of interests, instead of ideas, it changed its position. MEK has strong support and reputation both in and outside ofIran. This is well-organized organization. Being not a nationalist group, it meets the demands of the west with regard to overthrow of political power ofIran».

     

    MEK also has media organizations broadcasting in theUS. Although its TV broadcasting has been stopped for a while, it is expected to restore its broadcast for political pressure over Iranian government.

     

     

    In April of this year US New Yorker magazine reported that MEK had received standard training that included communications, cryptography, small-unit tactics and weaponry. The training in theU.S.took place at the Department of Energy’s Nevada National Security Site. The article also says that the purpose of the trainings was to commit terror attacks inIran.

     

    In order to penetrate into Iran MEK militants need to use territories of neighbor countries. However, permission of neighbor countries for it is not required. They may apply various methods that the terrorists use like entering different countries under different names through which they can enterIran.

    Reference – People’s Mujahedin of Iran was founded in 1965 by a group of leftist Iranian university students. Although the goal was to establish a socialist republic inIran, they offered establishment of Tovhid society.

     

    MEK carried out various terror attacks in Iranin the 1970s, then fought against Iranduring Iran-Iraq war.   Despite recognition of new regime following Islamic Revolution MEK chose to struggle against Islamic regime after being subject to terror and torture. Group’s armed wing is called National Liberation Army of Iran whose leader is Masoud  Rajavi.

    According to BBC, a group of former and present high ranking officials of the US Administration has called the presidential administration to put pressure over the sides for implementation of protocols signed betweenTurkeyandArmeniain 2009. FormerUSSecretary of State Madeleine Albright in her statement before the US Council on Foreign relations said that implementation of the mentioned protocols would serve for improvement of relations between Azerbaijan and Armenia.

     

    However, while speaking of the very issue in her visit toArmenia, US present Secretary of State Hillary Clinton insisted that initial unconditional dialog betweenTurkeyandArmeniawould not have any impact upon Nagorno-Karabakh issue.

     

    Contradiction between the statements of the present Secretary of  State Hillary Clinton and Madeleine Albright, who, despite, is not in power but preserved her reputation, is the reflection of US view with regards to the issue.

     

     

    As you see, White House tries to pull out “Armenian genocide” issue from connection with Azerbaijanby strengthening their attempts to make Turkeyrestore negotiations withArmenia. Because, in order to force Turkey to come to the negotiations without any precondition agreement of officialBakuis required.  Statement of  Hillary Clinton that Armenian-Azerbaijani conflict has no connection with Turkish-Armenian relations proves it.

     

    Therefore,Washingtontries to persuade Turkey that opening of  borders between Turkey and Armenia will cause Armenia to compromise in Nagorno-Karabakh issue. On the other hand, as recognition of “Armenian genocide” is a principal issue for Azerbaijan along with Turkey, it is used as pressure object to Baku and Ankara.

     

    The fact that “Armenian genocide” was the focus of attention again in Israel Knesset on June 12, it should be considered as pressure tool over Turkey and Azerbaijan. It is again proved by the report recently made by Madeline Albright together with former US president George Bush’s national security advisor Steven Hadley where this subject was the focus of attention as well. According to that report, establishment of good relations withIsrael by Turkey will lead to earning support of  US Jewish society which will support Turkey to avoid discussion of “Armenian genocide” as in previous years. Israel Foreign Minister Avigdor Liberman, who seeks for strategic cooperation policy with official Baku, said that this issue wouldn’t be discussed for the sake of strategic cooperation with Azerbaijanwhen “Armenian genocide” was focus of attention in Israel Knesset. Israel media that are close to state and power bodies has been asked to be attentive in the sensible issues related to Azerbaijan. Being attentive we can see that Israel media pretext not to see that “Armenian genocide” is brought to focus of attention in Israel Knesset.

     

    Israel is Our Home (IOH) party head secretary Faina Kirschenbaum, Members of Knesset said that IOH – Kadima block would try to avoid discussions of “Armenian genocide” which is brought to focus of attention by the pressure of Israel Armenian church.

     

    But the point is that some Israel politicians and public figures think that the “Armenian genocide” is the issue between Armenia and Turkey and it has nothing with Azerbaijan, especially with Nagorno-Karabakh. Therefore, in order to satisfy society and Jewish lobby, “Armenian genocide” is brought to focus of attention in the Israel Knesset.

     

    Since “Armenian genocide” is the tool of political speculation, attempts by Israel officials to close the subject for the sake of cooperation with Azerbaijan will be temporary and it is expected to be used for the purpose of mollifying Turkey and Azerbaijan.

     

    As we remember, along with speculations around adoption of the law prohibiting denial of “Armenian genocide” in French Senate, “genocide” issue was also brought to the focus of attention in Israel Knesset.

     

    The fact that discussion of “genocide” issue in Knesset is due on June 18, on the eve of meeting between Azerbaijan and Armenian Foreign Ministers in France, is the another proof that this is the pressure method on Azerbaijan during negotiations.
